Summary
Job Purpose:To effectively receive and administer the legislative documents to meetprocedures for the Deprivation of Liberty Safeguards.To support the COP DOLs application managers in proactively managingthe process from referral to submission to prevent unwarranted delays.The Job holder will be accountable for:Communication To be the first point of contact for all queries regarding ICB CHCCOP/DOLs. To provide guidance on relevant forms and refer on to COP DOLsOfficers where there are complex nature or require advice orguidance about the legislation. Send allocations out to Best Interest Assessors and Mental HealthAssessors. Complete authorisation / not granted forms with appropriateinformation and present to the ICB as appropriate. Advise in the prescribed format of the outcome, to the relevantperson, Managing Authority and any other interested parties as perthe legislative requirement. To provide the relevant persons appointed representative withinformation and guidance on their role and responsibilities includingthe right/duty to make an application to the Court of Protection. Dissemination of information for statutory reporting. Undertake note taking and typing as required.Organisation and Planning Ensure that the correct forms and paperwork (electronic) areappropriately completed and stored for each Deprivation of LibertySafeguards referral. Able to work within the confines of a complex statutory process andtimescales. Complete the demographics for relevant forms. To receive completed assessments and reports. Provide administration support to DoLS and Legal Services withinformation for the High Court or Court of Protection. Provide information for reports, type up reports and presentinformation in a suitable format (e.g. tables/graphs/ presentations) Organise meetings and events, and where requested , take minutesand distribute relevant information within agreed timescalesAnalytical and Judgement Skills To advise and provide guidance to ICB COP DOLS Team on thecorrect procedures for this statutory responsibility. To produce statistical/written reports for executive committee andNHSE requirements. To receive and scrutinise referrals, and negotiate for errors orincomplete forms to be corrected.Service Development and Research Contribute to service improvement planPatient/Client Care Enter service user details on relevant databases and case recordingsystem i.e. Broadcare Arrange/Appoint Relevant Persons Representatives. Appoint Independent Mental Capacity Advocate if required and sendappropriate forms for them to complete their report.Responsibility for Policy/Service Development Support ongoing development of the role and the Service with newprocesses and procedures, as relevant Keep accurate records in accordance with GDPR. Work in an antidiscriminatory manner and comply with relevant legislation.Finance and Resources Process invoices recording data on appropriate systems.Leadership and Management Lead the administrative function in robust and accurate managementof specific project detail and court application bundles Manage the administrative function and processInformation Resources To set up an electronic record for each referral To hold and update relevant databases and records withexpiry/review dates. Create and maintain spreadsheets, as required Take opportunities to use new technologies to support improvementsand make efficiencies to processes maintaining high quality andefficient administrative systems.Professional Development Maintain and improve professional knowledge and competence Participate in annual personal objective setting and review includingcreation of a personal development planFreedom to Act Follow all relevant departmental and local office procedures. Escalate urgent situations as they arise.Physical Skills Advanced keyboard and Microsoft package skills Use of a PC will be required for more or less continually throughoutdaily activitiesOther The post holder must have a genuine passion for reducinginequalities and driving social inclusion. The role requires prolonged periods of intense concentration toproduce work to a high quality whilst responding to frequentinterruptions to planned work.
