Within the Directorate of UK Technical Maritime Services (UKTMS), Ship Standards has responsibility for developing, negotiating, and maintaining UK technical and implementation decisions and regulations relating to a wide range of safety and environment issues associated with ships and vessels of all sizes (from small pleasure vessels to the largest internationally trading ships).
This provides a dynamic working environment including regular engagement with operational colleagues in other areas of the Maritime and Coastguard Agency (MCA), other Government Departments, and other national Maritime Administrations, as well as industry stakeholders.
The post holderwill provide a focal point for their area of responsibility, liaising with internal and external stakeholders to ensure the MCA has an informed and balanced approach that meets the Government's obligations, industry needs, and public expectations.
Your responsibilities include but are not limited to:
- Contribute to and, where appropriate, lead the negotiation, development, implementation and management of technical, regulatory and decision-making matters related to the transport of hazardous cargoes by sea and the wider work of the Ship Standards Branch, both nationally and internationally.
- Maintain and further develop a safety-focused, consistent and proportionate regulatory framework for merchant ships in the UK as it relates to the work of the Ship Standards Branch and in particular where this relates to the carriage by sea of all types of dangerous goods and harmful substances, for example, packaged dangerous goods under the International Maritime Dangerous Goods (IMDG) Code.
- Act as a focal point for internal and external stakeholders on matters related to your subject matter areas, building and maintaining positive relationships with stakeholders.
- Represent the MCA, and/or the UK, at internal, external and international meetings and working groups, for example at the International Maritime Organization (IMO).
- Draft instructions for Government lawyers, and other related documentation such as impact assessments and submissions to Ministers, for the preparation and timely implementation of regulations, and develop and publish guidance for stakeholders related to subject specific objectives, as required.
