The Role

Bolton Council is transforming its estate to meet the needs of our workforce and communities. We are looking for an experienced and highly detail-oriented Clerk of Works to independently assess and report on the workmanship, quality, and safety of work on construction/development sites across the Council’s estate. The role is crucial to the successful completion of all the Council’s property projects, achieving value for money, the highest quality delivery of projects, and adherence to recognised quality and safety standards in line with statutory regulations, including the Building Safety Act and relevant CDM regulations per design information and drawings.

Key responsibilities include the inspection of repairs, refurbishments, and construction works, monitoring progress and quality to ensure conformity to specification/contract requirements and statutory regulations. You will proactively identify defects, non-compliance, and potential risks, ensuring corrective actions are implemented in a timely manner. You will also produce site progress and quality inspection reports, using appropriate software such as digital snagging tools and document management systems, ensuring a structured and auditable record of inspections and recommendations. Additionally, you will assist with the handover processes and perform snagging and post-occupation defect inspections, ensuring all relevant documentation, warranties, and compliance certificates are received and recorded.

You will provide written weekly reports on quality and progress, with photographic records, and liaise with contractors, project managers, residents, internal and external stakeholders, and agencies. Your ability to engage with project teams, resolve on-site issues efficiently, and uphold quality standards will be vital in ensuring successful project outcomes.

About You

You will have substantial prior Clerk of Works experience and a Level 6 construction-related qualification, such as a HNC, HND, or equivalent degree, with demonstrable expertise in construction quality control and compliance. You must have excellent verbal and written presentation skills, strong MS Office skills, and be proficient in using industry-specific software, including digital snagging tools, defect management systems, and electronic document management platforms.

You must be competent in online reporting and document management systems to review drawings, specifications, and schedules and be able to develop good working relations with project teams. A strong understanding of construction contracts, procurement procedures, and statutory regulations, including the Building Safety Act and CDM Regulations, will be an advantage. A good understanding of the building industry is desirable, and you must have excellent problem-solving abilities, proactive decision-making skills, and the ability to manage multiple projects simultaneously.

You must also have access to a car and a valid driving licence, as site visits across the borough will be an essential part of the role. Flexibility to work outside normal office hours when required is also necessary to meet project demands.
