Summary

Leadership As a member of the Senior Leadership Team, to develop and implement the strategic direction of TCT, in partnership with the Board of Trustees. Provide professional and clinical leadership to all nursing and care staff, fostering a culture which values Continuing Personal and Professional Development and motivates staff to strive for excellence in all aspects of the delivery of care, safety, dignity, and child/young persons experience. Provide leadership for the Senior Pharmacist in the delivery of a high-quality pharmacy service that meets the needs of the children resident at TCT. Take the lead on Care Quality Commission and Ofsted (Care) registration of clinical services provided by TCT. Provide overarching leadership for the clinical governance portfolio as well as advising the Clinical Governance and Safeguarding Committee and Board of Trustees, in relation to all seven pillars of clinical governance and regulatory compliance. Assume the role of Director of Infection Prevention and Control, in liaison with the lead nurse. Assume the role of the executive lead for Freedom to Speak Up (FTSU), and to line manage the FTSU guardian. Undertake the statutory role of Chief Nursing Information Officer (CNIO) and report as required contributing to the broader digital agenda and strategy within the organisation. Undertake the statutory role of Controlled Drugs Accountable Officer (CDAO) and ensure quarterly reporting is completed and recorded accurately. Undertake the role of medical records lead and provide leadership within the digital agenda from a clinical perspective. Support the delivery of the National Specialised Commissioning rehabilitation contract and compliance with NHSE requirements on nursing and care staffing and information governance. Ensure that quality and clinical governance measures are appropriately negotiated, embedded and monitored within NHS contracts (through schedule four) and other contracts within the quality section. Play a key role in shaping the policies and strategies for developing and modernising nursing and care practice and services throughout the organisation to ensure high quality, safe health nursing and care services. Ensure appropriate senior clinical staff are present on site through a managed rota system in and out of working hours. Continuously review and develop the MDT model of care within rehabilitation and residential settings and embed in practice in partnership with the other frontline clinical Directors. Lead the operational management of nursing, care, and quality improvement, to ensure and effective, responsive, and integrated service provision. Positive role model and reinforce the TCTs Promises (values), always celebrating success and be a proud ambassador for nursing and for TCT. Establish and maintain effective stakeholder relationships with regulators, commissioners, safeguarding bodies and the wider health and care system. As the clinical leader for nursing and care, establish and maintain relationships with the CNO team led by the NHS England CNO, providing vital insight into the professional bodies, national strategic direction and innovation and growth within patient safety, clinical governance and nursing and care as well as across allied health professions. Develop and maintain relationships within the senior nursing network across the health and social care system in the South East and nationally. Participate in the Director on-call rota and maintain competency in line with on-call operational requirements and major incident management. Lead on the succession and talent management as well as leadership development programmes within the nursing and care directorate. Provide leadership to workforce planning for registered and unregistered Nursing and AHP staffing, with creative recruitment initiatives, including ethical overseas recruitment programmes. Where appropriate working with external bodies. Provide leadership to develop and implement Nursing and AHP workforce modernisation, supporting and encouraging innovation in practice and the way services are delivered. Develop and maintain relationships with higher education, other relevant educational institutions to ensure the commissioning of appropriate training and development for nursing and staff. Influence thinking about the future of professional education and training in the new NHS. Provide leadership for the pathways to further qualifications and registered nurse qualifications within nursing and care ensure links across clinical education, the people team and external training / higher education providers. Undertake other or additional duties that are within your skills and abilities, as the organisation may require from time to time. Clinical Standards and Governance Undertake the role of Nominated Individual (Care Quality Commission) and Responsible Individual (Ofsted Care), establishing and maintaining excellent working relationships with regulators alongside the registered manager. Coordinate and maintain the delivery of services ensuring safe practice and adherence to Care Quality Commission (CQC) standards and Childrens Home Regulations 2015. Lead on the seven pillars of clinical governance for the organisation including the management of complaints, incidents, inquiries, and investigations (through PSIRF framework) ensuring that the outcomes from these inform continuous improvement in the quality of services provided. Lead on the organisational attendance and content at all external reviews following incidents within TCT including child death processes, serious incident closure panels and inquests. Lead the continuous development and implementation of the quality improvement and quality assurance programmes for the organisation, in consultation with other frontline Directors. Review regularly and maintain a robust approach to clinical governance, ensuring that systems, processes, and assurances are in place to deliver continuous improvement in clinical services, facilitating outstanding standards of care. Through PSIRF, promote a transparent culture in the management of complaints, incidents, inquiries, and investigations ensuring that the outcomes from these inform continuous improvement in the quality of services provided. Ensure there is a robust programme of clinical audit across all front line and clinical services which monitors the quality-of-service delivery and informs quality improvement. Coordination of the ongoing development of the clinical risk register and information governance processes. Regularly review innovative methods of monitoring the quality of care of the children and families experience across clinical services. Ensure all nursing and care staff have clear development goals and the necessary knowledge and skills, including mandatory training to provide excellent services for children. Lead on the clinical education agenda across all frontline and clinical services, developing the annual education plan and managing the clinical education lead and wider education team. Be the executive lead for safeguarding of children and adults, ensuring that all statutory duties relating to safeguarding are actively managed and always fulfilled through the Named Nurse and Designated Safeguarding Lead for clinical and education services, respectively. Ensure completion and publication (where required) of statutory annual reports including annual quality account, annual safeguarding report, annual FTSU report, annual learning from deaths report, annual complaints report, annual infection prevention and control report. Management Provide professional and strategic leadership and support to nurses and carers at TCT and support operational delivery of high-quality care in line with the NMC Codes of Practice and Competencies. Overarching responsibility for all care provided by TCT. Through the implementation and management of a FTSU framework, create a culture of openness and transparency where staff can raise concerns and know they will be listened to and where they will be able to get feedback. Plan and organise own work schedule and the work of the team to ensure that activities are completed within agreed timescales, to deliver an effective and efficient service. Accountable for the setting of and management of financial budgets of all nursing and care services and houses. Be responsible for the management, maintenance and development of clinical information and Key Performance Indicators within TCT to support the clinical governance agenda. Provide regular 1:1 supervision and appraisals for the direct reports, identifying objectives and Continuing Professional Development needs. Financial Responsibilities Support the financial governance of nursing and care staff within the organisation by embedding strong budgetary management practices. Act as a delegated budget holder and be accountable for expenditure of the Nursing and Care directorate. Lead on the Nursing and Care establishment review process, leading on workforce redesign where required, underpinned by appropriate activity and dependency tools. Monitor the use of temporary nursing and ensure alternate methods of utilisation of the nursing and related workforce are used. Lead bids for funding as they arise. Prepare an annual business plan to meet the nursing and care objectives. Other Responsibilities Identify, research, and develop opportunities to expand and improve The Childrens Trust services and to encourage staff to identify opportunities for service development.
