Summary
The DTSO is responsible to the Training Safety Officer (TSO) for the provision of safe training facilities:
Promote strong working relationships both within the team and with other teams across Defence.
Comply with the qualifications / courses listed within the technical details of this document.
Remain current and competent by completing the mandatory training listed in this document.
Help to maintain Range and FTA Files including an action plan to address any areas of concern.
Assist in the production of site-specific Risk Assessments.
Assist in the amendment of the Range Standing Orders.
Conduct and support all mandatory range and training area inspections.
Where applicable, produce a Daily Safety Summary and ensure this is communicated to the User.
Coordinate monthly safety and deconfliction meetings.
Provide Safe Place direction and guidance to all Users.
Ensure Civilian Shooting Clubs are affiliated to an approved National Governing Body and that the correct conditions of use are followed.
Ensure Civil Police Forces are licensed to use the facilities on the estate.
Conduct Gross Error Checks by checking Safe Activity Assurance Forms (SAAF) including sketch maps and Range Danger Area Traces.
Assist in the monitoring and control over Users to ensure the estate remains a safe place.
Ensure the safe access and safety of authorised civilians and livestock from the hazards associated with or resulting from all training activities.
Ensure that all reasonable precautions are taken to safeguard the public both inside and outside the range boundary.
In the absence of the TSO, act as a focal point for all Air Safety Management (ASM) issues.
Report accidents and incidents on the estate in accordance with regulations and policy.
Report incursions and near misses on the estate in accordance with regulations and policy.
Participate in the annual practice drills with the Emergency Services in the event of incident or accident.
Help to assist relevant agencies if a casualty or fatality was to occur.
Support maintenance of the ecological and environmental sustainability of the estate consistent with environmental regulations and policy.
As directed attend the annual Range and Training Area Safety Conference.
