As the role is analytical, successful candidates will be eligible for a specialist allowance after an analytical interview. The allowance is as follows:
HEO London: £1,000
HEO National: £1,500

The Role
We are recruiting for an External Data Linking Analyst to join our collaborative Data First team at the Ministry of Justice.
Data First is a large-scale data-linking and data-sharing programme within the Data & Analysis Directorate, delivered in partnership with ADR UK. See here for more details on this programme.
This role will lead external data linking projects, from establishing initial relationships with external partners to analysing newly linked data. Key projects include:
Maximising the value of the next MoJ-DfE data share, particularly around understanding what works in preventing (re)offending.
Sharing data with DWP and HMRC to create a longitudinal view of offending patterns, benefit claims, programme referrals, and employment, both before and after a person’s offending history.
Establishing new data-sharing partnerships with other Government Departments.
Key Responsibilities
Building relationships: Develop strong connections with internal and external partners to ensure successful data sharing. This includes working closely with legal teams, data owners, and other stakeholders to align priorities and expertise throughout the project lifecycle.
Negotiating and drafting agreements: Draft and negotiate Data Sharing Agreements (DSAs) and Data Protection Impact Assessments (DPIAs). These documents are vital for protecting privacy and ensuring that data sharing is legally sound. They should reflect our goals and requirements in detail.
Data sharing and linkage: Produce datasets for sharing, ensuring high-quality data linkage.
Analysis of linked data: Analyse linked data to produce insights, focusing on evidence gaps, and publish summary statistical bulletins to demonstrate the value of our work to the public.
Develop subject knowledge: Build deep expertise to lead discussions with internal and external stakeholders, including the MoJ Data Access Group, researchers, and academics.
