Crynodeb

The Infected Blood Compensation Authority is a recently established organisation which has been set up to pay compensation to those who have been infected and affected by the infected blood scandal. The IBCA Data Governance team sits within the wider Data Directorate, and is staffed by leads for Data Protection, Knowledge and Information Management, and Disclosure Operations.

The Data Protection strand will enable IBCA to process personal data while assuring compliance with data protection legislation, and is led by IBCA’s Data Protection Officer.

The KIM strand focuses on the information lifecycle within the department to provide effective oversight of the creation, organisation, storage, disposal and exploitation of available data, and is led by the Head of Knowledge and Information Management.

The Disclosure Operations strand leads on providing responses to FOI requests, Subject Access Requests, and related correspondence relating to data subject rights and requests for information. This is led by the Information Rights and Disclosure Lead.

Successful candidates will be appointed as a Data Compliance Officer within either the KIM or Disclosure Operations function.
The three functions will collaborate to provide effective data governance for IBCA, with an expectation that work will also flow between the strands as circumstances and business needs require.

This role requires you to be in the Newcastle office at least 60% of your time.

Responsibilities

Depending on the area to which they are assigned, the post holder will be supporting the relevant lead with their responsibilities. These may include:

• Drafting responses to requests for information, ensuring that these are dealt with in accordance with applicable statutory deadlines, and are compliant with relevant legislative requirements,
• Supporting with the implementation of DG policies,
• Supporting the development and implementation of information management strategy and monitoring organisational compliance
• Providing advice on information management issues e.g. retention and disposition schedules, appropriate asset safeguarding controls,
• Creating effective communications on information governance matters,
• Monitoring performance against corporate and legal performance targets,
• Creating and maintaining collaborative tools to facilitate the sharing of knowledge.
• Being agile to business requirements, working across the different strands

Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
