Summary
DWP is recruiting a Universal Credit Service Leader to lead the delivery of Universal Credit across Greater Manchester.
This Service Leader role is high profile and business critical, with responsibility for all functions undertaken for Universal Credit Service Delivery across Greater Manchester.
Universal Credit (UC) is at the heart of the governments welfare agenda – designed to simplify the benefit system by bringing together a range of working age benefits into a single payment whilst supporting customers to find work.
Our UC teams provide labour market support through an extensive network of jobcentres, and benefits payments through our service centres.
Greater Manchester district is made up of 28 jobcentres with over 1700 colleagues helping customers return to or move closer to work whilst also supporting the most vulnerable in society. You’ll also be responsible for 240 colleagues in Preston Service Centre.
The role will include extensive external stakeholder management through the devolved arrangements across Greater Manchester, including political leaders eg Metro Mayor, Local Authority Chief Execs alongside engagement at a senior level with other Government Departments.
The role will be based in an office location, but Service Leaders will be required to be visible in the Job Centres and Service Centre across their district and wider business area.
This is a workplace-based role and not suitable for hybrid working.

Successful candidates can expect to be involved in a range of the following:
- You will be an active member of your Senior Leadership Team, contributing to the wider departmental agenda and providing visible, accessible and effective senior leadership, communicating messages with clarity and conviction.
- You will create and sustain effective relationships with senior stakeholders including Directors and key partners/stakeholders to develop stronger working across DWP.
- You will develop and sustain an external presence and profile across Greater Manchester, leading, influencing and motivating senior stakeholders, including those who are part of the devolved arrangements of the Combined Authority (GMCA), fostering impactful and meaningful partnerships which benefit the wider community.
- You will embrace, facilitate and lead out the government’s ambitions around localism. Impacting local characteristic and wider labour market policy and exploiting opportunities for joint working with external partners.
- You will deliver against a backdrop of complex policy and diverse priorities, exploring funding and nurturing relationships to maximise positive customer outcomes across Greater Manchester.
- You will need to be a resourceful, self-starting leader with experience of delivering excellent customer service in a fast-paced environment and leading large commands to deliver high levels of performance.
- You will role model exceptional leadership, working flexibly across boundaries, building capability in line with professional standards and undertaking regular activity to build and sustain engagement.
- You will be accountable for the delivery and quality of activity in your area.
- You will positively respond to and lead change, ensuring the rationale is understood by your teams and stakeholders.
- Through your behaviour and ways of working you will ensure DWP remains an inclusive place where people can be their best.
