Summary
An exciting vacancy has arisen for a Planning & Enforcement Admin Officer, working for Black Sluice IDB in Lincolnshire. The IDB is an independent statutory authority providing flood risk management and land drainage services within our catchment area. The Planning and Enforcement Officer will be the responsible lead for all planning and byelaw matters. The Enforcement Officer role is to use the Board’s permissive powers to meet the key purpose of ensuring compliance with the Board’s Byelaws, applying the Boards powers as conferred under the Land Drainage Act 1991 where appropriate and investigating and remedying complaints of poor drainage on ordinary watercourses. The aim of this activity is to ensure where reasonable the proper operation of ordinary watercourses within the Boards District and the extended area (on behalf of Lincolnshire County Council) and that the risk of flooding is not increased by the activity of others. To liaise with the Environment Agency in all matters relating to main river.
Reports to: Projects Director
Hours of work: The Board operates a 74-hour nine-day fortnight (i.e. every second Friday is a day off work) with flexible hours of work. Part time working of at least 3
days a week may be considered.
The successful applicant will commence work as soon as possible.
Salary: £30,264 - £34,884 per year, equating to £2,522 - £2,907 per month at
2024/25 pay rates dependent on experience
Pension: Contributory Lincolnshire Local Government Pension Scheme available
Location: The Board’s offices are located at Swineshead, Lincolnshire.
The Board is an independent statutory authority providing flood risk management and land drainage services within its catchment. The Board’s primary role is to provide a front-line drainage and flood protection service. We protect land, critical infrastructure, commercial and residential property from flooding and ensure good land drainage. Much of this work involves the maintenance and improvement of water courses and related infrastructure. You will become a valuable member of a small team. Our established team of staff work collaboratively, we are confident that there is scope within our Board for you to develop, grow and establish an interesting career. The team are based at the Board’s offices in Swineshead, Boston. This role requires individuals to work closely with staff within all areas of the Boards catchment, partner Flood Risk Management Authorities, funding Councils and drainage ratepayers. This will require undertaking duties at a variety of locations in and around the Board’s drainage district. A Board vehicle will be provided on an ad hoc basis as required for site visits.
Roles & Duties
All duties are primarily admin based, with technical support from the operations team where required.
Planning / Consenting
• Monitor Weekly Planning lists for items requiring Board input and responses
• Respond to planning consultations in the Board’s area
• Record, track and process Byelaw relaxation and consent applications in the Boards Area
• Record, track and process consent applications in the Boards Extended Area, on behalf of Lincolnshire County Council
• Record, track and respond to enquiries from the general public and other Risk Management Authorities in relation to drainage or flooding issues.
• Negotiate and prepare Surface Water Discharge Agreements for approval
• Compile Technical Byelaw, Consent and Enforcement reports for Board & Committee Meetings
• Liaise with CEO & Projects Director over technical input overplanning & byelaw applications
• Liaise with CEO & Projects Director over surface water & drainage problems
• Ensure all matters dealt with recorded within the Board’s filing and mapping system
• Compile Section 19 reports and prepare responses as directed
• Liaise with Finance & Admin department in relation to land use changes
Enforcement
• Liaise with riparian owners, Local Authorities, utility companies regarding individual
complaints or enquiries regarding the drainage of the district and enforcing of the Boards’ byelaws
• Record and liaise with Lincolnshire County Council in relation to concerns raised in the Board’s extended area.
• To gather the necessary information to carry out a full investigation where a breach of the Board’s byelaws are contravened.
• To prepare the necessary correspondence to the landowner regarding the contravention of the Board’s Byelaws
• To prepare a report to put before the Board for the Chief Executive regarding the breach or infringement.
• To maintain and monitor the contravention until resolution and conclusion.
• To maintain accurate records of all correspondence and actions with regard to any
contraventions
• Correspond and attend necessary site meetings with riparian owners in relation to their responsibilities
• Liaise with Projects Director to commence enforcement action as required
Representation / Liaison - external bodies & groups
• Attendance at meetings - Engineers Forum, Flood Risk Groups, Major projects etc.
• Meetings for major projects IDB Liaison with developers
• Operational support in emergencies
