Estimating
Providing cost analysis where programmes need support to understand affordability across their portfolio and within the programme, where they will demonstrate skill in identifying, analysing, assessing and provide innovative solutions to cost recording, data, and reporting problems.
Conduct detailed analysis and benchmarking against similar completed projects.
Prepare Basis of Estimate and compile all estimate documentation required for internal governance and client presentation/submission.
Establish the key parameters associated with the overall quality and accuracy of the estimate such as: equipment and material pricing guidelines, material take-off and other allowances, escalation philosophy, and site location (labour productivity) factors.
Developing and maintain relationships with customers and wider key stakeholders (Ministry of Defence; Front Line Commands; external contractors, etc) to ensure product delivery.
Development of the Cost Estimating function
Supporting to Cost Estimators across the programmes through the provision of advice and guidance, using Estimating expertise, experience, and Ministry of Defence Best Practice.
Participate in Cost Estimating and Estimating Functional events to aid the advancement of the function within Navy Command.
Stakeholder management and Guidance
Provide guidance, direction, and specialised assistance for resolution of difficult or complex estimating problems.
Prepare non-routine cost analysis and modelling guidance to colleagues, stakeholders, and customers.
