Summary
A new portfolio management team is being established in the Submarine Directorate in Navy Command Headquarters. The portfolio will drive and coordinate the collective delivery of in-service change programmes to meet submarine readiness requirements for Defence tasks. This is an exciting time to join a newly forming portfolio office team with opportunity to shape the team and ways of working in a complex and priority area of Defence.
We are recruiting for a HEO Portfolio Risk and Issues Officer, who will coordinate consistent identification, documentation, monitoring, and reporting, of risk, issues, and dependencies across the portfolio in support of the SEO Portfolio Risk Manager and wider Portfolio Team. The role holder will support relevant risk or issue owners to identify and develop appropriate mitigation plans, and to escalate as appropriate.
Experience of Portfolio management is not a pre-requisite, but the post-holder will need to be prepared to develop Portfolio management skills. They will also need to demonstrate technical competence at practitioner level in project and programme delivery.
The post can be based in London's MoD Main Building or Portsmouth's Navy Command Headquarters, but with the expectation of regular travel between these sites, and occasional travel to other Defence locations including Naval Bases Clyde and Devonport (travel expenses to sites other than your primary location are covered).
Please be aware the Security Clearance requirement for this post may be reviewed in future, and candidates may need to be willing to undergo Developed Vetting (DV) clearance.
The successful post-holder will:
- Work with all Programmes/Projects within the portfolio to ensure all aspects of Risk Management are enacted, ensuring that best practice, departmental policy, and the complexity of the change initiative are followed.
- Stakeholders – Support the provision of effective and efficient advice on portfolio Risks, Issues and dependency management to Project/Programme Managers and Business as Usual (BAU) Senior Leaders. Manage a programme of regular risk and issue reviews with key stakeholders.
- Support the identification, analysis, monitoring and reporting of Programme/Project Risks and Issues. Develop plans for periodic reporting of risk and ad-hoc PD Risk and Issues reports to meet changing customer demands.
- Undertake qualitative and quantitative risk analysis, as required by Governance bodies.
- Establish and maintain Risk, Issues and Assumptions databases and registers.
