Summary

The Portfolio Office is a newly-formed team within Cabinet Office Digital. Our mission is to further the understanding of CO Digital’s Project and Delivery Management in coordination and collaboration with our Stakeholders and Customers, promote best project & delivery management practices and knowledge that enables Cabinet Office Digital to better manage and deliver projects.

The Portfolio Office promotes and supports an adaptable approach to Project & Delivery Management, recognising that all projects are different and require flexibility to meet the stakeholders needs.

Our Project Management methodology is Agile, Waterfall or a combination of both. We support a “best fit” approach to project management in CO Digital. This involves selecting the most appropriate delivery methodology, which will best achieve the business needs and ensure successful delivery.

The Portfolio Office encourages professional development, creates the professional tools needed for successful Delivery, provides advice, coaching and mentoring support, standardises Portfolio Delivery’s processes and promotes the need for continuous improvement and lessons learnt.

As Portfolio Analyst, you will be responsible for the oversight of a CO Digital’s programmes and projects. Specifically, you will be responsible for reporting on how these projects and programmes are contributing to the delivery of CO Digital’s objectives. You will focus primarily on providing insight, information and support that strengthens portfolio governance and enables prioritisation decisions and effective allocation of resources across the portfolio. Ultimately, you will help ensure optimal delivery of CO Digital’s strategic objectives in line with government priorities through the analysis of a range of information sources and engagement with programme and project stakeholders. You will convert gathered information into informed insights using appropriate reporting and visualisation methods.

In this role, you will be positioned at the centre of the Portfolio, working with colleagues and delivery managers to ensure consistency of reporting and standardisation across our projects. The role holder will also be responsible for critical cross-portfolio processes such as finance tracking, coordinating portfolio delivery initiatives as well as responding to stakeholder queries and other matters as needed.

You’ll be expected to have a strong knowledge of project and programme management reporting and be able to coach and mentor others on best practices. You’ll have a good understanding of finances and how to manage these. You’ll demonstrate a keen attention to detail and an ability to confidently troubleshoot issues and problems when they arise.

This role involves engagement with colleagues across CO Digital and the wider business. Due to the nature of the role, you’ll be expected to demonstrate strong negotiation and influencing skills. You will also be required to explain complex issues, clearly and concisely to a non-specialist audience. The role holder will embody our values at all times and help to foster these across the organisation.

You will help to deliver and continuously improve the newly formed Portfolio Management Office in accordance with the strategy set by the Head of Portfolio. This is an existing post; however, the post holder will have the opportunity to identify how the role could best be shaped to support the team. The role holder will be required to demonstrate flexibility and initiative as well as strong problem-solving skills, when needed.

Responsibilities

  • Co-ordinating reports from projects and providing analysis of performance.
  • Roll out and implement new or changed governance, tools and techniques in order to standardise methodologies and realise economies of scale. Coordinating with colleagues in finance, commercial, legal, IA and security to ensure we are working to a shared understanding of processes
  • Procurement of supplies and services related to portfolio support within Delegated Financial Authority limits. Manage portfolio spend and contribute to the compilation of budgets.
  • Maintaining the portfolio delivery map and critical path to monitor project progress. Recognising and tracking inter-dependencies across change projects.
