Mitie Care & Custody (C&C) is driven by a bold vision: to establish HMP Millsike as a place of restoration and rehabilitation, where prisoners can unlock their full potential and make meaningful, positive changes in their lives. We are excited by the opportunity Millsike presents: a blank canvas on which we can paint a bright future for our prisoners. Our mission is clear: to create an environment that empowers, inspires, and supports individuals to re-enter society with hope, purpose, and a life plan. To achieve this, we will set a culture of rehabilitation and restoration underpinned by integrity and high expectations. Prisoners will experience a dramatic shift from traditional prison environments. Millsike will be a vibrant, bustling community, teeming with industry, activity and opportunities for personal growth. Above all, we will ensure our approach offers a deep sense of safety/respect, through a supportive, uplifting environment, that helps prisoners to see their potential and that unlocks a brighter future for all.
Job objectives and responsibilities
The role involves providing support and advice to the Prison Senior Management team to maximize contractual performance. You will manage all aspects of security and operations, ensuring the prison remains secure and safe. Compliance with PSI and Policy frameworks is essential, and procedures must conform to the latest Policy Frameworks. Maintaining high standards is crucial to achieve positive outcomes in OSAG and IPCO audits.
You will ensure compliance with contractual requirements, company policies, and HMPPS standards, where applicable. Supporting the effective delivery of services across the prison is key, as is helping to create a safe, secure, and decent environment that fosters a ‘Rehabilitative & Restorative Culture' for staff and prisoners. Reporting any issues or concerns to the senior manager is part of the role.
Supporting the Head of Security and Heads of Functions in developing and delivering strategic priorities in line with Company values is required. Ensuring that prisoner care is of the highest possible standard is a priority. You will analyze data submitted via the Mercury Intelligence and Security Intelligence Reports, accurately record and complete actions from received information, and provide reports for the Local Tactical Assessments. High-risk intelligence must be escalated appropriately.
Representing the prison in the wider community and developing meaningful stakeholder networks is part of the role. You will manage the security intelligence systems, process information from staff and prisoners, and forge good working relationships with the police, HMPPS, and external agencies on criminal intelligence. Keeping Security Managers and Duty Directors updated on any issues or concerns is necessary.
You will ensure the monthly Local Tactical assessment is completed and ready for meetings, and the Local Tactical Briefing (LTB) is prepared for the security meeting. Ensuring the integrity of the Intelligence report system and identifying key threats to the establishment are part of the role. Child protection measures and protection from harassment must be identified and public protection measures adhered to.
Meeting contract and security framework requirements, following incident reporting procedures, and maintaining records is vital. You'll develop policies and procedures, contribute to performance measures and targets, and ensure operational and administrative duties are completed. Supporting employee metrics like turnover, attendance, and engagement is also part of the role.
Person Specification
For this role, previous relevant experience in a custodial or secure environment is essential, along with excellent communication, analytical, problem-solving, decision-making, and research skills. Basic to intermediate IT skills, such as proficiency in Microsoft Excel, Word, Outlook, and experience with updating central data systems, are also required.
Preferred experience includes operational experience in prisons, technical knowledge of relevant prison legislation, policies, standards, inspection and audit processes, and an understanding of the wider criminal justice system. Familiarity with the Mercury Intelligence System is also advantageous.
Preferred qualifications include those equivalent to Level 3 or above, such as A levels, Advanced Apprenticeships, AS Levels, International Baccalaureate diplomas, Level 3 Awards, Certificates and Diplomas, and Level 3 NVQ accreditations
As a business, Mitie Care & Custody is committed to diversity and inclusion and we would welcome applications from a wide range of backgrounds including veterans, those looking for a career change, and people who have experience in social care or a learning environment.
