Job opportunity – Demand and Capacity Analyst

A new and exciting opportunity has arisen for an inquisitive thinker to join the ICB’s Business Intelligence and Analytics Team. We are looking for an individual who has the determination to truly understand demand and capacity for health & care services across NHS Shropshire, Telford and Wrekin. You will drive the delivery of a coordinated approach to demand and capacity modelling across the system working with ICB and wider system colleagues. This will involve the population and ongoing development of a system wide model which is directly fed by partners’individual organisational models. This will allow us to better understand our existing and future demand & capacity challenges, predict our medium-term requirements which in turn will inform our medium term financial planning and the strategic commissioning of services.

You will need excellent modelling and reasoning skills, be experienced in forecasting and statistical techniques with the ability to translate outputs into informative decision-making pieces of analysis.

Please note:

The role is based on a Hybrid working arrangement, where the successful applicant will be required to attend and work from the ICB office in Telford.

Equipment will be provided to ensure the working at home element meets the needs of the role.

The required office-based attendance will be discussed with the successful applicant in order to meet business needs, however will be circa 1 day per week

During the training and induction period, office attendance is likely to be increased to support the successful applicant effectively



The Demand and Capacity Analyst supports the Business Intelligence and Analytics team and departments across the ICB. The post holder will be responsible for providing a clear picture of demand and capacity of services across STW using advanced modelling techniques.

Key Duties & Responsibilities
• Assist the ICB quality team in improving quality and outcomes of the STW population.
• Play a key part in supporting the demand and capacity team to produce reports and dashboards and analytical to predict future demand for care services.
• Overlay this with capacity in the system to advise on potential upcoming risks in capacity gaps.
• Respond to specific demand and capacity questions required of the ICB with support from the Business Intelligence and Analytics team.
• Responding to requests for data and analysis from across the ICB and ICS.
• application of advanced modelling techniques for demand forecasting and how this relates to capacity.
• Gather and cleanse data from multiple sources, of different types and formats.
• Use advanced modelling techniques to forecast demand and validate outputs with colleagues. This will involve the use of R software but training will be provided where necessary.
• Provide analytical support to specific contract teams.
• Produce reports and dashboards, using automation where possible and appropriate.
• Use and analyse SLAM (Service Level Agreement Management) contract monitoring datasets.
• Analyse and interpret complex data to produce detailed, concise reports, suitable for formal presentation to clinicians and managers within the ICB.
• Load data into SQL databases to allow SQL querying and R-based analysis.
• Contribute to the development of local system data and knowledge infrastructure by improving data quality, identifying data gaps, ensuring that any new datasets are standardised and aligned with wider local requirements, that new data flows are stored in a centralised data warehouse environment, and accessible to all analysts, ensuring that any code sets, definitions or coding scripts produced by the analyst are available for reuse and replication by other analysts within the wider system.
• Align to multiple ICB contracts which require monitoring, reporting and activity forecasting.
• Working with analysts from other health and social care organisations within the system to allow the best sharing and use of data.
• Work with provider organisations to understand how capacity metrics can be used to understand if they meet demand e.g., bed days, hours worked, number of staff.
• Participate in relevant internal and external working groups/projects, services, and initiatives to provide information and analytical input to strategic leads.

• Work with members of the System Analytics Intelligence Unit (SAIU) to develop and implement project data collection systems that will provide accurate and timely data.
• Support the ICB in their duties to submit operational and strategic activity plans and trajectories as part of national returns and work with colleagues across the ICB including health and social care provider analysts to encourage the flow of data and intelligence in relation to demand and capacity.
• Support demand planning, including development of annual activity plans for a range of health service provider contracts.
