The Embedded PMO role involves working across various workstreams within the programme to implement key PMO practices, such as risk and issue management, lessons learned, and governance frameworks. In this capacity, the individual will also provide essential support to the G7 lead, ensuring alignment and effective programme delivery.

Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Mobile Communications Programme (ESMCP) is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics, and fire-fighters.

This new Emergency Services Network (ESN) will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network.

ESMCP is a pan-government, cross departmental, programme based within the Home Office. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

As one of the biggest programmes in Government, ESMCP is under scrutiny from both internal and independent assurers to ensure governance processes are followed and the best possible value is delivered for the public purse whilst ensuring that ESN meets the needs of the emergency services.

This is an important role within the ESMCP Project Management Office (PMO) team to work across and interface with the ESMCP functions, workstreams and projects. The post-holder will support the G7 Embedded PMO Lead to ensure compliance with the ESMCP PMO processes (Reporting and Governance, Risk and Lessons Learnt). The activities undertaken by this role will help drive consistency and enable the ESMCP Senior Responsible Owner (SRO), Programme Director (PD), the Executive Leadership Team (ELT), and Senior Leadership Team (SLT) to maintain a strategic over-view and understanding of delivery progress.

The successful candidate will be expected to travel to other locations occasionally as required by the business.



Key responsibilities:


• Providing secretariat support to the Level 2 Governance Boards, including the collation and circulation of board packs, minute taking, recording actions and decisions in the actions and decisions logs, progressing actions to close-out, board scheduling and maintaining attendees.


• Assisting with the creation and maintenance of the Level 2 and Level 3 Governance Terms of References.


• Providing support to Workstreams Leads and Project Managers with the Exception Management process and attending the monthly Exceptions Management meeting with internal and external stakeholders when required.


• Maintenance of the Workstream level Risk and Issue registers, ensuring both Workstream and Project level Risk and Issue registers are being maintained in accordance with the ESMCP Risk and Issue management process and guidelines.


• Supporting the Project and Workstream Leads with escalation of Risks and Issues for acceptance and management at programme level by the Executive Leadership Team (ELT).


• Supporting the Lessons Learnt process by working with Workstream Leads and Project Managers by attending Lessons Learned workshops.


• Ensuring Lessons captured have been reviewed and accepted by Workstream Leads and/or Project Managers, and any relevant Risks or Issues are being raised and treated, or where positive lessons are captured, helping to ensure these are embedded on the ESMCP.


• Actively supporting the G7 Embedded PMO Lead, Project Managers, Workstream Leads and wider Programme community on ad hoc requests as required.

Due to the business requirements of the role, it is only available on a full time basis. However, job-share and compressed hours are available.
