Following a determination by the pension’s ombudsman against the Council, there is a need for consultancy support regarding the operation of the Teachers’ Pensions Scheme. This support is specifically required for teachers/tutors in adult learning who are on variable hours contracts. The primary issue pertains to the calculation of full-time equivalent salary in respect of death in service benefits. Additionally, a comprehensive review of the Council’s approach as a scheme employer is necessary to ensure that returns, calculations, and administration are being effectively undertaken.
Key Responsibilities:
Assessment and Analysis: Conduct a thorough assessment of the current processes and procedures related to the Teachers’ Pensions Scheme, focusing on teachers/tutors in adult learning with variable hours contracts and Surrey Arts instrumental music teachers who are employed on annualised hours. o Analyse the calculation methods for full-time equivalent salary, particularly in the context of death in service benefits.
Compliance and Accuracy: Review the Council’s compliance with relevant regulations and guidelines pertaining to the Teachers’ Pensions Scheme. Ensure the accuracy of returns, calculations, and administrative processes.
Recommendations and Improvements: Provide detailed recommendations for improving the current processes and procedures. Suggest best practices to enhance the efficiency and effectiveness of the scheme’s administration.
Implementation Support: Assist in the implementation of recommended changes and improvements. Provide training and support to relevant staff to ensure smooth adoption of new practices.

Experience:
Must have extensive experience with the Teachers’ Pensions Scheme, particularly from an employer’s perspective.
Proven track record of successfully managing similar consultancy projects.
Skills & Abilities:
Good negotiation and influencing skills
Can communicate effectively and concisely, displaying good interpersonal skills in multiple modes (phone, face-to-face, emails and in writing)
Ability to communicate clearly and concisely, orally and in writing with a wide range of people
Able to work under pressure with minimum supervision
