Summary
We’ve made huge investments here that will see Long Marston RIC play a pivotal role in the future of the UK’s railway, as an exceptional facility to test and trial new traction technologies, securely store rolling stock and provide training in a live environment
The UK’s first hydrogen-powered passenger train was built and is being tested by Porterbrook here, and we’re also the home of the country’s largest outdoor rail exhibition, Rail Live
Our small, close-knit and passionate team based at the site ensure that everything runs smoothly across Long Marston RIC each day, and we have some exciting opportunities to join them
Key Responsibilities
Role Purpose
Accountable for the development, implementation & contract management of all procurement relating to the Long Marston site. Responsible for maintaining the strategies and ensuring that the best value for money is obtained, while adhering to the highest level of quality and supplier performance
Monitoring & ensuring that all service levels are achieved, with issues escalated in a timely manner
Responsibilities
Develop, Manage and Maintain Procurement Excellence for Long Marston
Develop appropriate strategies for procurement of key items required for the safe and effective running of the Long Marston site. These must be in line with the wider business procurement strategy and will be delivered to provide best value and quality
Ensure that such strategies consider the requirements of all Long Marston key stakeholders, e.g., Facilities, Operations, Projects & Safety and deliver a supplier product and services that align with the agreed site budget
Be the Procurement subject matter experts on all the procurement activities for Long Marston, both product and services. Providing assurance to the business that all value for money requirements are being upheld
Manage the end-to-end procurement process at Long Marston from RFP through to supplier management, including:
Identify opportunities for new services using innovative products and offerings
Track the effectiveness of the strategy, ensuring that the defined benefits are delivered e.g. cost savings in line with projections
Manage the supplier performance against the contractual service level agreements, ensuring feedback from other functions is received and acted upon. Escalate any issues in a timely manner, both externally to the supplier and internally to the site General Managers
Source effective suppliers for outsourced services for the site, ensuring that best value is obtained without compromising standards
Seek local and small to medium enterprises to form part of the supply chain wherever possible
Ensure that requisitions being raised for Long Marston are managed effectively, with the timely creation of the associated purchase orders
Adhere to procedures and processes
Develop cost down plans with suppliers to show savings against budget
Other procurement related duties as requested by the General Manager – Site & Asset Management
Other Duties
Work effectively with other functions/departments
Operate in line with the organisation’s values and behaviours
Ensure that all products procured comply with all environmental, ethical and health and safety legislation
Support the business in the drive for continuous improvement
Skills, Knowledge and Expertise
General Requirements
An individual who is a self-starter and is effective working either alone or as part of a site management team to complete tasks to the highest level
Able to take a pragmatic approach to challenges and actively solve problems before they become issues. Experience of taking full accountability for the end-to-end procurement processes, with a track record in achieving quality results
An ambitious and driven individual, with a track record in procurement. Experience of Oracle systems would be desirable
Qualifications
Educated to degree or further education standard, preferably in either Engineering, Law, or Business Management
An MCIPS or better qualification from the Chartered Institute of Procurement would be preferred (or working towards this)
Knowledge
Extensive procurement experience as either a Category Manager or Senior Buyer
Legal or commercial experience would be advantageous
Track record of working to and exceeding KPIs
Knowledge of Oracle-based systems
Contracting / Legal skills
Negotiating / Influencing skills
Solid problem solving skills
Key Skills
Commercially astute with excellent understanding of contracting
Well organised and experienced in working under pressure
Experience of e-procurement systems (desirable)
Numerate with strong analytical skills
Microsoft Excel skills at intermediate level
Excellent oral and written communication skills
