Operating out of our modern offices near to Birmingham International Airport, the Operational Development Unit (ODU) provides the Counter Terrorism Policing network with Organisational Learning, Training and Exercising (LTE) services. The unit forms a key part of the Prepare strand of the Home Office CONTEST Strategy. Working alongside our partners, the ODU harnesses the value of shared LTE to ensure the CT Network is ready, prepared and interoperable to respond to current and emerging terrorism threats.

We are happy to consider a more agile approach to your working location and as this is a National role we will be happy to consider the successful candidate working from an area outside of the West Midlands.

You’ll work Monday to Friday from 8am to 4pm but an element of flexibility is necessary to meet operational requirements, including regular National travel.

The role

As part of CTP’s investment in LTE services, we’re recruiting for Digital LTE specialists to support the development of our national immersive and interactive capability, developing digital products and increasing CTP’s delivery capacity, delivering events online, in-person or a hybrid of both.

You’ll support the development of Digital LTE products and events across Counter Terrorism Policing, multi-agency partners and external organisations. As a national role you’ll be afforded autonomy and accountability in respect of the effective design, creation and delivery of these products and events.

You’ll liaise with the CTP Senior Leadership Team (SLT) and National leads around the commission and identification of Digital LTE products and events, considering the technical, environmental and logistical complexities of creating and delivering innovative products, identifying constraints, limitations and advising on the art of the possible to strategic seniors.

Responsibilities

Creating innovative, immersive and interactive Digital exercises that test operational plans, processes and e-learning training products, utilising a hybrid approach where appropriate.

Developing and co-ordinating innovative and interactive events that showcase Digital LTE products such as major incident exercises, national CT training courses and national operational debriefs.

Conducting briefings and chairing planning meetings at a Strategic, Tactical and Operational level, providing a framework for the strategic objectives of the Digital LTE product and event to be achieved.

Coordinating the involvement of other CTP functions or external partners to perform tasks related to the strategic objectives.

Co-ordinating and/or facilitating Digital LTE events, ensuring briefings are provided and that real time technical, environmental, logistical and welfare issues are resolved for the event to achieve its strategic objectives.

Exploring new technologies, immersive and interactive delivery methods (Virtual, Augmented or simulated) along with potential collaboration opportunities. Briefing and advising Senior Leadership Team (SLT) on potential opportunities with associated costs and benefits on a regular basis.

Matrix-management of resources from regionally based LTE teams for the regional delivery of Digital LTE events.
Skills and competencies

Essential

Highly skilled and knowledgeable in video and audio editing software (Adobe Premiere Pro or similar).

Proven knowledge and experience of industry standard e-Learning publishing suites (Adobe Captivate and Articulate 360 or similar).

Experienced at using Adobe Creative Cloud applications especially, After Effects, Illustrator and Photoshop or similar products.

A creative approach to visual storyboarding with a proven track record of creating high quality and innovative content.

Experience of using a blended learning approach to training/event delivery and development, utilising the training design cycle to develop and deliver on new and innovative projects.

Knowledge of learning and development tools, techniques and best practice.

Experience in managing multiple work streams with the ability to prioritise and manage stakeholder requirements.

Strong and effective interpersonal skills.

Desirable

Experience of working with Learning Management Systems/Organisational Learning Systems.

A technical understanding of camera and audio equipment.

Previous experience of Virtual Reality, Augmented Reality and simulated environments.

A recognised training qualification (Level 3 Award in Education & Training) or equivalent training experience.

Understanding of Counter Terrorism Policing and the CONTEST strategy.
