We require a Band 7 Midwife to undertake the role of Antenatal and New-born Screening Specialist Midwife.

You will be responsible for supporting the delivery of the NHS antenatal and new-born screening programmes within the trust, consistent with NHS England (NHSE) to ensure the programmes run efficiently and effectively, complying with quality standards.

The post holder will have highly developed specialist knowledge and experience in the field of antenatal and new-born screening to report and resolve quality and performance problems. He/she will lead on the development and implementation of relevant guidelines ensuring evidence based and best practice. Ensure compliance with internal and external healthcare standards.

You will work with a Antenatal and Newborn Screening Midwife for a period of time to support you undertaking this role.

Interviews will take place on the 25th September.

An Enhanced DBS Certificate, with the checking of the Children and Adults’ Barred Lists is required for this position.

ORGIANISATIONAL & MANAGEMENT RESPONIBILITES

· Effectively manage own time.

· Within the multi-professional team, leads co-ordination of implementation and development of antenatal and newborn screening programmes consistent with new national standards, guidance and research.

· Supports and assists other health professionals in the delivery of the NHS antenatal and new-born screening programmes.

· Be part of the multidisciplinary team supporting clients and staff involved in the delivery of the screening pathways and will be actively involved in the process to monitor the effectiveness of the pathways.

· Identifies Antenatal and New-born (ANNB) screening developments and makes recommendations to the Senior Midwifery team about goals, standards and the use of targeting of resources.

· Lead on the implantation of immunisation programmes within the Maternity services.

· . Produces annual and quarterly reports for ANNB screening/immunisation programmes in conjunction with the multi-disciplinary team and disseminates the reports to the Head of Midwifery, Maternity matrons, the UK NSC and NHSE Screening and Immunisation teams, ICB Screening Leads and Local Governance and reporting groups.

· Responsible for the development and review of appropriate screening policies, guidelines and procedures and service redesign through local audit of guidelines and practice, and facilitate their implementation based on national guidance.

· Responsible for the routine monitoring of performance data against national standards provided by MWLNHS Trust to support improvements in quality and changes in the programme when required.

· Ensure local programmes are monitored as appropriate utilising a variety of methods such as statistics, regional meetings, Quality Assurance (QA) visits and self-assessments.

· Promote and maintain a departmental culture which promotes an open and honest approach to professional decision making and problem solving, where staff feel empowered to raise concerns.

· Promote and maintain organisational and professional standards.

· Demonstrate and promote excellent interpersonal skills, written, verbal and nonverbal communication styles.

· The post holder will be required to act in a managerial role as and when directed to do so in times of escalation / staff shortages.

· Act in an advisory and guiding role for all aspects of ANNB Screening/midwifery care in a sensitive and non-judgemental manner.

· Demonstrate a working knowledge and effective use of the escalation policy and participate in the Maternity Operational Managers rota and Trust site management rota.

· Act as a resource and support to staff in situations which are highly emotive or potentially difficult. Where necessary work with the practice development midwife and/or health and wellbeing to ensure adequate support in place.

· To lead a multi professional clinical ANNB steering group, to oversee the management and quality of the antenatal and newborn screening programmes to report and resolve quality and performance issues raised.

· Attendance and Participation in Trust meetings, forums, and groups.

· Responsible for monitoring of NIPE

RISK & GOVERNANCE

· Lead in managing antenatal & newborn screening clinical governance issues by identifying, reporting, and investigating risks or adverse events both internally and externally, arising from the screening programmes in accordance with Trust policies and acts to manage them accordingly in conjunction with the Trust Policy. Provide feedback to staff as required.

· Work in collaboration with the CBU risk and governance coordinator and the senior midwifery management team to utilise information from incidents, complaints and claims to identify trends and themes.

· To be proactive in the prevention and initial management of complaints, including reporting to the Matron / Ward Manager/Shift Leader on the initial outcome of actions taken. To be fully aware of and act in accordance with the Trust Complaints Management Policy.

LEADERSHIP

· Participate in the senior midwifery bleep rota Monday-Friday between the hours of 7am-7.30pm (Early or late shift including the occasional weekend or Bank holiday as required).

TEACHING & TRAINING RESPONSBILITIES

· To attend annual updates within the relevant clinical areas.

· To participate as required in updating staff in relation to Perinatal Mental Health

ADMINISTRATIVE RESPONSIBILITIES

· To participate in the Trust Risk Management Policy including the reporting of clinical or non-clinical incidents.

· Requirement to undertake PALS/ complaint responses as required.

· Undertake Bleep holder documentation when participating in the Bleep rota.

CLINICAL RESPONSIBILITES

· Act as a source of expert clinical and professional advice and support newly qualified Midwives; Assistant Practitioners and Maternity Support Workers in their care of women and their families.

· Counsels and supports women and their families in their choices regarding screening and the potential outcomes.

· Provide advanced and comprehensive maternity assessment based on specialist knowledge and experience in all aspects of antenatal and new-born screening.

· Undertake relevant clinical practices in accordance with the Scope of Professional Practice ·Guide practice in antenatal and newborn screening in order to improve patient care outcomes and patient experience.

· Proactively contribute to the development of care pathways and guidelines within the maternity service.

· Take all possible action to minimise clinical risk to women and their babies, utilising all available resources.

· Communicate complex, sensitive and occasionally distressing information, in an understandable format; develop negotiating, motivating and persuasive communication skills to overcome barriers.

· To co-ordinate referrals for women to other services where appropriate e.g. tertiary centre LWH. Maintain good liaison with those services relating to ongoing care management.

SERVICE DEVELOPMENT

· Actively contribute to change management in partnership with the Senior Midwifery Management Team.

· Have a proactive approach to the Midwifery Equip model of support.

· To provide support and advice to the Head of Midwifery regarding strategic direction for local programmes to ensure a collaborative approach between commissioners and provider to deliver high quality screening services to women accessing maternity services.

· Engage with service users in the review of current services and the further development of services.

INFORMATION RESPO

· Able to input information and have a working knowledge of the hospital information systems

· Knowledgeable and proficient in the use of Maternity Information Systems.

· Adhere to Trust information governance policies.

· To ensure data collection via key performance indicators set by the UK NSC, NHSE’s Screening and Immunisation lead and ICB’s Contract Performance team to measure how the ANNB screening programmes are performing against national standards.

· Makes use of all available methods of communication to build and develop effective networks and processes both within the Trust and across the healthcare community, locally, regionally and nationally.

FINANCIAL & PHYSICAL RESOURCES

· To consider cost improvement ideas and share these with the Matron.

· Utilise resources and supplies effectively and economically, reporting deficiencies to the Matron.

RESEARCH & DEVELOPMENT

· Leads on the development and implementation of clinical audits and research projects re ANNB, ensuring that the findings are disseminated, acted on accordingly and good practice is shared across the trust and beyond.

· To identify Audit topics that would improve the service to women and enable learning to be shared.
