Matron for Emergency Medicine and Integrated Care

Chelsea and Westminster NHS Foundation Trust is a large teaching hospital based on two sites in the heart of London, caring for people with a range of illnesses. We are looking for an enthusiastic and innovative leader who will help support us through the challenges and opportunities that lie ahead.

We are seeking a talented individual with multiple skills and an appetite for delivering a first class nursing service to join our team on the Chelsea and Westminster Hospital site at 369 Fulham Road London. We are one of UKs most successful and progressive NHS Foundation Trusts. Working as one of the matrons for the Emergency and Integrated Care Division alongside your colleagues, the Divisional Director of Nursing and senior management teams, you will continue to improve the care and experience for patients and families.

The post holder will lead and be responsible for the delivery of high quality care and the patient experience in their areas through proactive clinical and professional leadership to nursing/ midwifery staff at all levels within their clinical area of responsibility. The post holder will need to ensure the delivery of high quality, evidence based, compassionate nursing or midwifery care, and that the workforce is managed efficiently and effectively.

The post holder will ensure ward sisters have adequate support to enable them to focus on their core responsibilities.

The post holder will contribute to the ongoing implementation of the Trusts nursing, midwifery and corporate objectives, developing the service and nursing/ midwifery roles to meet the evolving needs of patients and families.

The individual will undertake the key functions of the Matron Role ensuring the patient experience in wards/ departments is of the highest possible standard at all times with particular emphasis on the provision of dignified and compassionate care which is delivered in a safe and clean environment.

The post holder will work with the Divisional Director of Nursing and the Senior Management Team in developing and implementing a divisional strategy to achieve the Trusts objectives and ensure that effective governance arrangements are implemented and maintained.

Clinical
• To work in clinical practice for a minimum of 20 per cent of the time, providing clinical expertise and leadership to the team.
• To undertake daily ward rounds and obtain real time patient feedback; liaise with the person in charge of the ward/ Department to assess the environment with regards to cleanliness and clinical standards.
• To ensure the provision of safe, high quality care and treatment for all patients which is delivered within agreed standards, protocols and guidelines.
• To monitor performance across wards and departments against agreed nursing/ Midwifery and clinical indicators and to plan improvement and development in liaison with Ward and Department leads.
• To ensure that there is a robust approach to clinical incident reporting, investigation and action planning.
• To ensure that policies and procedures relating to infection prevention and control are followed and that practice is audited in line with the Trust approach.
• To ensure that policies and procedures relating to Medicines Management are followed and that practice is audited in line with the Trust approach.
• To ensure that standards of environmental cleaning are maintained in liaison with the Trust Estates and Facilities Service, and that corrective action is taken if this falls below defined standards.
• To ensure that the standard of clinical documentation is maintained and that this is audited in line with Trust guidelines.
• To participate in the on-going development of clinical data systems.
• To identify opportunities for the team to develop their roles and scope of practice to meet the evolving needs of patients and the service.
• To ensure clinical representation in appropriate Trust forums and working groups, and the dissemination of information across the service.

Management
• To provide professional leadership and line management to senior Nursing including ward and departmental Sisters & Charge Nurses, Clinical Nurse Specialists and Advanced Practitioners.
• To ensure that all direct reports have an annual appraisal with periodic reviews, and have a current personal development plan (PDP).
• To develop and lead a recruitment and retention strategy for Nursing and Support Workers in collaboration with the Divisional Human Resource Team, Lead Nurse, Divisional Nurse and ward / departmental leads.
• To participate in the recruitment of staff to meet the needs of the service, in liaison with ward and department leads, and the Divisional Human Resources team as appropriate.
• To ensure that staff records are maintained by the Ward/ Department Manager and that the registration status of Nurses is verified, taking appropriate action when staff fail to maintain this.
• To manage any issues of performance, capability and conduct relating to direct reports in accordance with Trust policies and procedures, in liaison with the Divisional Human Resources team.
• To support and advise direct reports in the management of conflict, performance, capability and conduct issues within their teams and services in liaison with the Divisional Human Resources team and to undertake HR investigations and disciplinary hearings as and when required.
• To act as a role model in promoting equality of opportunity amongst staff in line with the Trust’s Equality and Diversity policy as well as conducting equality impact assessments on policy and/or service changes.
• To enable consultation, engagement and ownership amongst Ward and Departmental Leads, ensuring that they are informed of organisational and divisional changes and that their views and concerns are represented.
• To ensure that local policies, protocols and guidelines are developed and reviewed to reflect best practice, and that staff are informed of changes and work within these.
• To participate in the business planning process for the Division/Directorate in liaison with the Divisional Management Team, participate in forming business cases and lead in related practice / service developments across the Trust.
• To lead the review and re-design of patent pathways and services to ensure that these meet the changing needs of patients whilst optimising resources.
• To establish the views of patients and families, promote patient and public involvement in the evaluation and improvement of services and be responsible for the review of patient satisfaction surveys to influence service development.
• To enable multi professional and multi-agency collaborative working to support service and practice development which is centred on the needs of patients.
• To oversee Ward and Departmental Leads in the effective management of pay and non-pay budgets for the Division ensuring the efficient and effective use of staffing resources and supplies to achieve a balanced budget.
• Review and monitor roster arrangements to ensure most effective and efficient use of the staffing resource. Ensuring that rosters are approved in line with the Trusts roster policy.
• To participate in the Trust wide Establishment Review process taking lead responsibility for ensuring the ward areas are compliant with the process and ensuring timely provision of information in line with the review expectations and National Quality Board Requirements.

Educational
• To ensure that all new staff attend Trust induction, and that relevant staff attend mandatory training updates.
• To ensure that all new staff have a robust orientation and induction to local areas and that this is clearly documented.
• To undertake an annual training needs analysis across areas, linking this to the planning of local training initiatives and the contracting of external post registration training provision.
• To plan and monitor training activity against the annual post registration educational contract within the Directorate/area of responsibility.
• In conjunction with the Practice Facilitators and other educational staff ensure the educational needs of students are met, supporting preceptors and assessors in practice.
• To contribute to the development of and participate in the delivery of in-house education and training programmes.
• To promote clinical supervision, preceptorship and mentoring within the team as mechanisms for learning, support and development.
• To promote opportunities for nursing/ Midwifery and multi professional research activity within the Directorate/area of responsibility.

Professional Development
• To be appraised at least annually and contribute to own personal development plan (PDP).
• To maintain and develop leadership, clinical competence and professional awareness in accordance with CPD and revalidation requirements and to maintain a professional profile.
• To take part in reflection and appropriate learning from practice, in order to maintain and develop competence and performance.
