Summary


An exciting opportunity has arisen - the Strategy Team at North West London Integrated Care Board is looking for candidates who are passionate about strategy and transforming healthcare and can support the ICB on a fixed term basis from September 2024 to February 2025. The postholder will be joining a small, enthusiastic team working at the heart of the ICS to transform the healthcare of 2.1 million residents. North West London covers the boroughs of Brent, Ealing, Hammersmith and Fulham, Harrow, Hillingdon, Hounslow, Kensington and Chelsea and Westminster.

Note that the Strategy Team is also hiring substantive members of the team; this fixed term role is for those more immediately available.

The Strategy Team supports the ICS’ programmes and central functions to:

• Embed an evidence-based problem solving approach in the development of the ICS’ strategies.

• Define the ‘right’ level of care for each segment of our population.

• Set, and measure, the appropriate outcomes for each segment of our population.

• Understand the cost of providing the ‘right’ level of care that meets the desired outcomes, assuming optimal delivery/productivity.

• Set shared core standards to ensure equity across NWL.

• Produce strategies that are clear and concise, and founded on robust evidence.

• Develop methodologies, tools, and templates, informed by industry best practice.

• Use contracts, reimbursement mechanisms and other levers to deliver the right level of care effectively at the right cost to deliver the set outcomes.

The postholder will work directly with the Executive Director of Strategy and Population Health and the Head of Strategy to support on the following projects, amongst others:

· The urgent and emergency care (UEC) strategy for North West London – which will outline how we will deliver a high quality and accessible suite of UEC services to suit our population’s needs (this includes elements such as A&E departments, urgent treatment centres, enhancing patient navigation through 111 and digital front doors, keeping people healthier closer to home, etc.)

· Supporting the Joint Forward Plan development for FY25/26 – outlining the ambitions and plans for each of the ICS’ programmes, boroughs, corporate teams plans for FY25/26 and the subsequent 4 years – including how each plan links together.

· The planned care strategy for NWL – this will involve working alongside our planned care team, our acute providers and other ICS partners to strategically reduce our waiting lists and provide high quality in planned care in a sustainable manner. This project will involve elements such as enhancing productivity, developing more effective outpatient and diagnostic pathways, investing in the right areas, etc.

This list is indicative of the immediate priorities; the team supports on strategies across North West London.



The postholder will have the following key strategic skills and experience (further detail is provided in the job description):

· Coordinate complex ICS-wide projects with many senior stakeholders.

· Formulate hypotheses required to support the development of ICS strategies and develop approaches prove / disprove these hypotheses.

· Support strategic prioritisation activities through the use of health economics methodologies – to understand the impact of initiatives on key domains (e.g. outcomes, care quality, access, finance, etc.)

· Support a diverse array of strategic analyses (as described above).

· Prepare presentations, papers and reports for varied audiences that include a diverse array of technical information, but also tell a clear and coherent story.
