Hours per week: 37 Monday – Friday, normal working hours

Role Length: This opening assignment is for 2-3 months

Basic DBS disclosure required

Hybrid working - 2 days in office.

Responsible for Landlord and Tenant matters including lease interpretation, advice on granting and taking of leases, dilapidations, and general land and property queries from prospective tenants or members of the public. Responsible for Community Asset Transfers across the council, working closely with colleagues in the Place and Communities Directorates to ensure property and land used by community groups meets both their needs and the long term strategic objectives of the council. Provide information and support the development of the council’s estates strategy. Provide leasehold advisory services across the council on operational matters.

Key responsibilities:

Responsible for Landlord and Tenant matters including lease interpretation, advice on granting and taking of leases, dilapidations, and general land and property queries from prospective tenants or members of the public.
Responsible for Community Asset Transfers across the council, working closely with colleagues in the Place and Communities Directorates to ensure property and land used by community groups meets both their needs and the long term strategic objectives of the council.
Provide information and support the development of the council’s estates strategy.
Provide leasehold advisory services across the council on operational matters.
Responsible for the identification and resolution of title issues, boundary disputes and encroachments, with regards Council and Land Registry records.
Responsible for the resolution of all property and occupation matters arising within the council.
Responsible for arranging and chairing meetings with tenants, customers, ward members and members of the public regarding property and land matters.
Work with customers and colleagues, particularly the Support Services Manager, to ensure delivery of effective communication and management of stakeholder expectations.
Adopting a customer focussed approach and ensuring the service meets its service level agreement KPIs.
Deputise for the Property Estate Manager in their absence.
Take on leadership responsibilities, making decisions and overseeing the performance of a direct report.

Qualifications:

Qualified to degree level in Real Estate Management or equivalent subject OR equivalent relevant experience.
Member of the Royal Institution of Chartered Surveyors (RICS).

Knowledge:

A detailed knowledge of case law and legislation across all property related matters and a detailed knowledge of Asset Management planning best practice.
Knowledge of the social, economic and political drivers in relation to property management within a Local Authority and the wider public sector.
A good understanding of Health & Safety legislation in relation to both general practice
A good understanding of Local Authority processes and procedures.
A strong understanding of the Local Authority obligations in relation to Landlord and Tenant Act.

Experience:

Experience and skill in negotiating effectively to obtain the best consideration for the Council in the sale and or use of its land and property assets.
Experience of managing internal and external customer expectations.
Experience of dealing with members of the public and working in partnership with other departments and agencies.
Experience of producing accurate and complex written information and demonstrate a high level of attention to detail.

Skills & Abilities:

Ability to make sound commercial decisions and take responsibility when signing with delegated authority for property transactions on behalf of the Council.
Able to manage, motivate and develop staff in order to achieve business objectives.
Ability to work on own initiative, investigating problems, developing solutions and taking appropriate timely action to resolve them.
Ability to work effectively as part of a team.
Ability to deal confidently and effectively with customers and other users when dealing with all levels of inquiries with pressure groups, objectors and complaints.
