The Opportunity
It's an exciting time to join our newly restructured People team at Castle Point. We are on a journey to transform employee experience at Castle Point and this role is critical to ensuring the Council achieves its ambitions. This role supports the delivery of the Council's People strategies and is key in delivering people related services to customers. The role will be leading the delivery of a pro-active and effective People Operations service to the Council and manage the day-to-day operation of support services, systems and data in ensuring queries are promptly resolved across the whole employee lifecycle.
The role will lead on delivering innovative employment standards and practice across the People landscape. The role will challenge current strategy, ways of working and pro-actively provide alternative solutions. It will involve working collaboratively across the People team, particularly with the People Business Partners who will hold the key relationships with leaders and managers in the business, to ensure changes are for the better and embedded across the entire Council.
Accountabilities
- Responsible for managing team resources effectively to ensure pro-active People services are delivered to the organisation.
- Lead high level research and analysis to ensure that employment standards are continuously reviewed and improved to support the organisation in achieving its objectives, including the Council's digital agenda.
- Work collaboratively with the People Business Partners to ensure that employment practice is appropriate for current and future business need and desired culture.
- Responsible for driving the efficiency of the People service with a continuous improvement mindset. Working pro-actively to identify improvements, keep processes under review and driving a digital first approach.
- Manage the procurement and day-to-day matters for People related contracts, including albeit not limited to, providers for payroll, agency workers, recruitment and occupational health.
- Taking direction and insight from People Business Partners to deliver the Council's approach to learning and development, translating needs into solutions to ensure these are met through effective procurement, delivery methods and an ongoing programme of development opportunities including utilising apprentice levy contributions.
- Communicate at a high level across the whole organisation, managing stakeholders effectively to implement change.
- Build strong relationships with key customers, seeking formal and informal feedback on solutions delivered.
- Maintain a good level of business knowledge, and knowledge of wider strategies, policies and procedures outside of the People service.
- Ability to motivate the team to perform against set targets, and the desire to continually improve the service offered.
- Strong team working motivation and ability to build effective working relationships across the People team.
- Lead the analysis of trends in data requirements, to identify changes and improvements to the People service and policies/standards, including accessibility issues.
- Specific individual and shared targets and objectives are defined annually within the performance management framework.

- Good working knowledge of MS Office and the ability to use systems
- Good knowledge and understanding of relevant employment legislation and practice
- Partly CIPD qualified or equivalent, or working towards this qualification, with evidence of expert knowledge in professional area
- Demonstrates commitment to own professional development
- Experience of managing a high-performing team against targets
- Experience of managing budgets and procurement
- Experience of using People related systems (e.g. iTrent)
- Commitment to flexible working including the ability to work flexibly with regards to both hours of work and location of work including office, community and remote working as required
