Clinical Lead – Children and Young People Asthma
12-month fixed-term or secondment position

JOB OVERVIEW


Shropshire Telford and Wrekin ICB are seeking to appoint a Clinical Lead for Children and Young People (CYP) Asthma. This is a unique opportunity to transform and improve the health of our local populations through a nationally directed initiative – the ‘Asthma Bundle’. The aim of the project is to diagnose, manage and support those CYP under the age of 18 with asthma, who are registered as asthmatic or potentially asthmatic, at GP practices.
This work will give the position holder an extraordinary opportunity to contribute to and lead a different kind of work to identify asymptomatic CYP, providing early diagnosis of asthma and then planning appropriate care plans.
The work will need a leader who is able to collaborate with multiple partners including commissioners, primary and secondary care providers, public health, schools, parent carers and CYP.


The role is part time of 0.2 WTE per week and is initially a 12-month secondment/fixed term contract.

TheClinical Leadfor the asthma programme is a key role working with patients, clinicians, and other partners, to implement the asthma care bundle across Shropshire Telford and Wrekin. It is an integral part of the overall programme governance structure with responsibility for holding the system to account around clinical effectiveness and embedding evidence-based services.

The main job functions are:

· To direct the strategic development of asthma services targeted population of Shropshire Telford and Wrekin and deliver the objectives of the local programme.
• To provide professional direction and leadership to the programme.
• To report to NHS England through the West Midlands CYP Board.

NHS STW was established on 1 July 2022 as part of the Shropshire, Telford and Wrekin Integrated Care System (ICS) and is responsible for the strategic planning, commissioning, and monitoring of health and care services from a range of providers, to support our local population. These include GP and primary care services, hospital care, community healthcare and mental health services. We also have a duty to monitor these services to ensure they provide a high level of care and are value for money. We are clinically led and work closely with the 51 GP practices across the county.

NHS Shropshire, Telford and Wrekin currently have an agile working policy, with a combination of working from home and office-based work. The role will require a minimum of 40% of the working week to be spent in the office at Wellington Civic Offices.

As a Children & Young People (CYP) Clinical Lead for Asthma, the post holder will have responsibility for clinical leadership, engagement, and influence across the CYP activities, Asthma:

To lead on an ICS-wide review of asthma pathways and the development of an Asthma strategy in line with national guidance, protocols, and policies.

To develop robust partnership working practices in the development of a whole system approach to asthma including all key stakeholders in health, social care, and education to improve outcomes for children and young people with asthma.

To lead on the development of the Asthma Champion Education Programme, working with clinicians across the ICS in developing this and supporting delivery of the wider Healthier Together educational programme.

Will work proactively and collaboratively with partners/key stakeholders to facilitate and influence change, enable learning and development, and encourage innovation.

To lead and develop strong relationships with all stakeholders including, GPs, school nurses, acute services, and other providers.

To work collectively and strategically with colleagues across the ICS to develop evidence -based standards, guidelines and share good practice in speciality care.

To develop written information guidelines to facilitate the nursing care of the child and family, providing written information for families and other professionals.

Knowledge and Training

To develop, implement and evaluate education and training programs for parents, carers, and health professionals.

To maintain and improve own professional competence and knowledge in accordance with Own professional body.

To demonstrate expert clinical knowledge in asthma care.

Operational Responsibility

The post is responsible for providing professional expertise to the outcome of the business processes for the Department or Directorate.

The post holder will define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.
