Summary


Lancashire and South Cumbria was selected in 2021 to be an early implementer to develop a Perinatal Pelvic Health Service (PPHS) across 4 NHS Trusts. The new PPHS will supplement existing pathways and capacity across the Local Maternity System. The service leads local delivery of the national NHS Long Term Plan ambition to improve the prevention, identification, and referral to NICE-recommended treatment for pelvic health problems during pregnancy and at least one year following birth, with the aim of reducing the number of women living with pelvic health problems postnatally and in later life. The service will ensure that all pregnant women receive advice and support to prevent pelvic health problems, and that those with problems are offered all conservative treatment options before surgery is considered, in line with NICE Guidance. The PPHS is clinically jointly led by maternity and physiotherapy services, with joint oversight.

As we now transition to ‘business as usual’ operationally, we are looking for a Specialist Pelvic Health Physiotherapist service lead to deliver on the successful establishment and management of the service. We are looking for someone who is an experienced women’s health physiotherapist with a high level of clinical knowledge and understanding of these services to take this key clinical leadership role. They will need to be able to engage and work both at a clinical level and at a senior level across organisations including NHS Trusts, the LMS and with the Maternity Voices Partnership. They must also have a proven track record of planning and delivering projects / programmes of work.

You will be responsible for overseeing all aspects of service delivery, ensuring high-quality patient care, and driving continuous improvement. You will provide expert clinical advice and guidance on a range of matters relating to pelvic health/LMNS project delivery.

This role will be hosted by one of our four provider organisations (East Lancashire Hospitals Trust, Lancashire Teaching Hospitals, Blackpool Teaching Hospital or University Hospitals of Morecambe Bay). There will be scope for home working outside of clinical time.

Whilst there are up to 37.5 hours available we are happy to consider requests to work part time or job share.

· Develop and implement strategic plans and objectives for the new service, aligned with the overall organisational goals and objectives and those of the Perinatal Pelvic Health Services Service Specification published 16/10/23.

· Oversee and provide strong clinical leadership and service management as well as providing specialist care. You will support training, education and development for other staff in the PPHS team including healthcare professionals, administrative staff, students and support personnel. You will promote a positive working culture and foster professional development.

· You will carry a clinical caseload and work in specialist clinical practice as the lead Perinatal Pelvic Health physiotherapist, addressing clinical challenges and providing highly clinical specialist pelvic health physiotherapy for patients with complex needs. This includes optimising multi-professional care and improving pathways of care through direct clinical care and problem resolution for the Lancashire and South Cumbria PPHS.

· To lead and support audit and research projects and identify opportunities for research in relation to Pelvic Health services in order to evaluate service delivery.

· To regularly review clinical practice delivery in light of new models of care and clinical transformation programmes across the LMNS, and to identify new ways of working, this includes the advancement of advanced clinical skills in this post of self and others.

· Manage and review the service budget, in partnership with the ICB. Ensure the service operates within allocated budgets. Monitor expenditure and make effective resource allocation, including staff, equipment, and budgets, to meet service demands and achieve service targets.

· Develop and maintain collaborative working relationships with internal and external stakeholders to mobilise and establish the PPHS. These may include other NHS departments, Primary Care, Mental Health Services, Health Visitors, Psychosexual and Sexual Health services, local authorities, and community partners including VCSE (voluntary, community and social enterprise groups).

· Collaborate with internal and external stakeholders in the development of Women’s Health Hubs.

· Consider and monitor access, experience and outcomes for Inclusion Health groups, taking into account local populations, ensuring alignment with LMNS Equity and Equality action plans.

· Promote the involvement of service users and their families as well as Maternity and Neonatal Voices Partnerships (MNVPs) in service planning, development, co-production of information and care pathways and evaluation.

· Oversee the development and implementation of robust governance and quality assurance procedures, ensuring compliance with relevant standards and regulations.

· Take responsibility for the accuracy, timeliness, reliability, and appropriateness of data ensuring quality decisions can be made. Interpret data from various sources, including national guidance, to inform the development of project documentation.

· Devise, develop and regularly review service KPIs, risks and issues, in both Women’s and Children’s/Maternity and Therapies’ governance. Monitor

service performance against key performance indicators, identify areas for improvement, and take remedial action as necessary. Take a lead on analysis and reporting of specific target areas as agreed.

· Drive service improvement initiatives, implement changes, and evaluate their impact on service efficiency and patient outcomes.

· Work with Women’s and Children’s and Therapies leadership to ensure that operational resilience plans are in place to maintain service delivery through periods of planned and unplanned absence.

· Lead on planning, policy and service development, disseminating information to the team.

· Report on the progress of the service to key groups such as NHSE, programme boards and represent the service at meetings, conferences, and external forums as required.



Supporting Staff Management

· Liaise with PPHS Teams’ line managers at each Trust to help motivate and develop staff as appropriate.

· Contribute to appraisals and objective setting for direct reports and supporting staff development.

· Be part of recruitment of staff and, where necessary contribute towards formal HR processes.

· Liaise with PPHS staff line managers in regards to performance management and capability development of the LSC PPHS team.

· Provide training on perinatal pelvic health to other teams and appropriate stakeholders.



Personal, Professional Development

· Continually demonstrate advanced clinical skills in practice and maintain, as part of continual professional development, up to date clinical specialist knowledge/skills in clinical field of practice, using information to effect change in practice and ensuring the effective dissemination of new knowledge

· Provide clinical advice and leadership to constituent organisations (including commissioners and providers) in relation to the PPHS delivery model.

· To ensure up to date knowledge of relevant national and local policies/drivers to enable the post holder to review service need contribute to service/workforce re-design and its implementation, ensuring a needs-led service based on best practice provided.

· Maintain advanced theoretical and practical knowledge of a range of interventions, procedures and practices relevant to the clinical area.

· Develop and maintain theoretical and practical knowledge of management and leadership.

· Ensure effective signposting and referral between partner services.
