Join APHA as a Plant & Bee Health (PBH) Field Quality Co-ordinator and play a vital role in protecting plant and bee health for the benefit of people, the economy, and the environment!

The purpose of this role is to drive the extension and sustained achievement of ISO 17020 accreditation to all relevant areas of Service Delivery Directorate (SDD) Plant and Bee Health field delivery. In doing so you will liaise with colleagues similarly tasked in Customer Service Centre's (CSCs) and in Animals to build a consistent approach across APHA.

You will work with APHA Field Managers to embed a robust and efficient Quality Assurance (QA) system. Leading regular process reviews, you will use data and customer insight to get buy-in from managers and stakeholders to effect change. In addition to field managers you will work with other areas of the directorate such as National Bee Unit (NBU), Plant Variety & Seeds (PVS), Genetic Modification Inspectorate (GMI), Horticultural Marketing Inspectorate (HMI) and the Centre for International Trade (CIT) teams.

Overseeing a cycle of reporting and feedback, you will ensure that non-conformances are recorded and addressed. Assessing data, you will search for possible trends, escalating any issues as necessary and where possible work to provide solutions that are consistent across P&BH.

You will work with field management to produce a consistent approach to QA across all workstreams

Location

You can be based at any location in the chosen region but you will be required to travel throughout that region.

Northern - North West, North East, Yorkshire & Humber, Midlands East. North Wales

Western - South West, South Wales, West Midlands

Job description
This will include but not be limited to:

Reporting:

Compiling data on FReD (field retrospective desk checks - essentially QA checks on field visit paperwork) checks, OFVs (observed field visits, where an inspector is accompanied on a field visit by a field manager or suitably qualified colleague) and Internal Audits. To include completion rates against profile and compliance rates.
Providing information to senior leaders through specific committees/meetings.
Attendance at Technical Advice Panel meetings to share key observations.
Identifying trends, adding commentary/narrative to reports and information.
Compiling and sharing summary reports
Working with Field Management (including quality peers) and Quality Services:

Working with Quality Services to develop general QA training to cover OFVs, FReD checks, giving feedback both positive and negative.

Delivering QA training to field management/field staff.

Training staff to input QA checks and to use OFV tool.

Addressing findings from Internal Audits conducted by Quality Services.

Auditing the effectiveness of checks in collaboration with Quality Services.

Chairing regular meetings with field management to discuss outputs from checks (Inc. Observed Field Visits) to ensure that all issues are recorded and non-conformances acted upon.

The auditor will work with business area leads and be responsible for planning and delivery quality assurance audits, reviewing non-conformances and procedural documentation, raising findings where required in line with the relevant standards, Agency Procedures and work area specific documentation.
Engaging with management on QA best practice:

Meeting with internal field managers to discuss QA best practice, what is working well or needs improvement.
Sharing insight on succession planning / training levels of staff to inform wider training plans.
Consider emerging trends within the PBH customer base to influence QA areas of focus.
Engage with other Departments/Agencies who conduct field work to discuss QA best practice and new ideas.

QA profiling:

Chairing QA profiling meetings with field managers.
Assessing performance against the profile throughout the delivery year, escalating issues where necessary.

Making recommendations to senior leaders on where QA resource should be focused based on risk and emerging trends.
System changes:

Maintenance of quality tools (i.e. reporting tools, OFV tool, QA checks, corrective actions log). Working with colleagues regarding content cloud improvements and process changes.

Person specification

For these posts you will be assessed on the areas set out below. In addition to the below listed criteria we are looking for candidates who are disciplined, organised, able to analyse information with precision. Candidates must be confident even when under pressure and be team players, whilst taking ownership over their own work.

The following Experience criteria are essential to this post:

Proficient in MS Office applications

Knowledge of APHA field and/or admin processes and work

Excellent communication skills

Building and maintaining relationships with a wide variety of stakeholders

Highly organised and able to work independently under your own initiative with the ability to prioritise and work at pace

Ability to analyse, summarise and evaluate information with excellent attention to detail, and present findings in clear, concise reports

Awareness of the ‘bigger’ picture and consider the wider factors and long-term implications of decisions in your area of work and for the organisation

Qualifications:

There are no specific requirements in terms of qualifications, however successful candidates will be expected to undertake Internal Auditor training.

Essential to this post - Full Valid UK Driving licence (evidence to be provided at interview), with access to a vehicle with business insurance.
