Summary

Transport Scotland is the national transport agency for Scotland and accountable to Parliament and the public through Scottish Ministers, with a budget of around £3.9 billion per year. Transport is a vital feature of the Scottish Government’s focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people and the environment.

Reporting to the Rail Resilience & Timetable Development Manager, you will work closely with the rail industry at a senior level, with particular responsibility for ensuring that passengers and freight services are delivered and enhanced in a manner consistent with the content of Scottish Ministers Control Period 7 High Level Output Specification.

This post is part of a team of experienced Rail Professionals responsible for delivering considered technical advice across Transport Scotland’s Rail Project Portfolio and sponsored services. The post will assist in the development of proposed rail timetable, rolling stock, and infrastructure enhancements.


Important Information

Responsibilities
• You will support the development of rail timetables and service specifications, providing constructive challenge to key industry partners in ScotRail Trains and Scottish Rail Holdings to ensure the Government’s objectives are met.
• You will work with Transport Scotland Policy and Strategy teams, assisting them with their strategic plans and validating that proposed infrastructure / rolling stock enhancements deliver desired outcomes.
• You will use research and analysis skills to develop an understanding of demand and revenue forecasting, and patronage.
• You will advise on technical and operational issues to achieve cost-effective and timely delivery of the pipeline of major projects.
• You will contribute to the drafting of Ministerial Briefings, FMQs, Parliamentary Questions, FoI/EiRs and Official Responses, meeting relevant timescales. In addition, you will act as timetable lead with stakeholders ensuring Ministers are adequately supported at meetings and events.
• Manage 1xB2 staff member tasked with maintaining delivery on the activities listed above.

Essential Criteria & Qualifications
With experience working the rail sector, you will possess a good understanding of train and resource planning, transport operations, and/or logistics. You will be a member of an appropriate professional institution, with relevant experience or be working towards membership.


Essential Criteria
1. You will have a high level of computer literacy (including Excel), with the ability to use these skills for analysis and problem-solving.
2. You will have effective communication and presentation skills, using these skills to build partnerships and to consult effectively with a wide range of people, both internally and externally.
3. You will have wide experience of working in the Railway industry, especially in Performance Analysis or Operational Planning.
4. You will have strong research and report writing skills.
