Summary
To deliver these priorities we are on a journey to radically transform the Digital Transformation function, to make DHSC a more digitally-enabled policy department.
There will be two teams of ~40 people in total, bringing together a wealth of knowledge and experience including digital delivery, ops, assurance, capability, product and user research. We are looking for experienced and flexible candidates to help deliver the change and then run the new teams. Together you will
- lead with a clear vision of a Digital end-state within the Department
- Direct on the strategic ownership and composition of Portfolios
- Provide strategic steers and highest-level priorities
- Identify specific opportunity areas
- Raise profile of Digital work within DHSC and Health family
- Mandate and support formal governance processes across DT
This is an exciting time to join, and shape the role and the relationships with teams in DHSC and our ALBs. There will be new teams or functions to be set up, so your experience in change management, as well as senior stakeholder/ Ministerial handling will be key. Your objective will be to improve the digital maturity of DHSC, and the quality of digital products deployed across health and social care.
Key Responsibilities
DD Digital Transformation Front Door
This is a high-profile area of work, influencing across DHSC and the health family, to set direction and drive improvement across multiple work-streams. It is a new approach for DHSC, and you will be the face which people in the business most associate with digital support, as you will lead the digital business partnering function.
You will have joint accountability for building Digital’s reputation, as a transparent and expert lead for Digital Services through collaboration across DHSC, CDDO and OGD colleagues, acting as an advocate and subject matter expert in governance, delivery assurance and portfolio management.
You will play a pivotal role in operating the Digital Spend Controls for DHSC and will be accountable for the management of the commercial and technology pipeline to Cabinet Office, ALBs, HMT and DWP Investment Committee.
DD of Digital Delivery and Capability
You will enable the delivery of quality digital services across DHSC. You will be responsible for UCD, Product, Delivery ops and Tech teams.
You will collaborate with and support DD of Digital Front Door, to ensure the timing and structure of the digital portfolio meet the expectations of the Digital Board, while also ensuring the Board are aware of constraints.
Through your teams, you will deliver the portfolio of prioritised products / services.
- Rapidly developing prototype products to support policy / ministerial requests.
- Support the development of DHSC technical infrastructure to build test digital services / prototypes.
- Support the development of user research capacity in DHSC to support both policy and service delivery.
- Support the development of specialist DDaT communities of practice to build and nurture professional skills in DHSC.
- Builds relationships with Health ALBs and establish sustainable routes to building live services.
Transforming DHSC into a digital department is a priority. You will be responsible for DHSC’S Digital Capability Service, including digital training to SCS and non-digital staff in DHSC as well as for DDaT professionals. You will be responsible for developing and scaling that offer. You will also meet the formal requirements of the role of Head of Capability e.g. meeting CDDO Transformation commitments, owning the department's annual digital capability plan (DHSC commitment).
You will also develop and then manage the new prioritisation process for new digital projects within the department, likely to include the set-up of a new Digital Board, to ensure that decisions surrounding the prioritisation of digital projects & programmes is correctly managed.
You will make sure that all health digital systems are quality and fit for purpose, you will develop the assurance of NHSE Frontline services over £15m.
