Summary
This job description is an outline of the tasks, responsibilities and outcomes required of the role. The job holder will carry out any other duties as may reasonably be required. The PCN Managers main areas of responsibility include: First point of contact for the Clinical Director and the PCNs internally and externally. Management of contractual requirements. Coordination of delivery of services Operational and HR management including supervision and health and wellbeing of the workforce Communications across the network. Robust quality and governance support. Financial performance Recruitment, induction and training of new PCN staff. Performance information and staff/patient/practice feedback Business planning Understand, interpret and communicate the PCN contract for various audiences, including, Clinical Directors, Senior Management, PCN boards, the PCN team, practice teams and members of the public. Keeping abreast of the latest NHS guidance and ensure understanding and compliance across the PCN and wider team. Organisational: Work with the PCN Clinical Director and board for strategic and operational planning processes to support the PCN objectives Support the PCN Clinical Director and board with the writing of business and development plans as required Coordinate meetings for the PCNs, including monthly board meetings and ad hoc project meetings as required Identify and record risks and issues, developing contingency plans with service and contract leads Ensure all relevant national strategies, policies, targets and frameworks are fully implemented Ensure compliance with health and safety policies and procedures to reflect current best practice and ensure all staff, contractors, workers and members of the general public discharge them effectively Support the recruitment, induction and training of new and existing staff groups Responsible for the PCNs business continuity plan Finance Present financial plans, monitoring information and reports to the PCNs as required Responsible, on behalf of the Clinical Director, for ensuring the PCNs maintain good financial health, operate within budget and maximise available funding and resources Ensure financial risks are recognised and appropriate action taken Strategy and Leadership: Clarify objectives and priorities for network delivery in line with operational realities, financial parameters and contract requirements Research and apply evidence from national policy, guidance and benchmarking that will influence the planning and delivery of PCN priorities Ensure proactive stakeholder management including frontline staff, team, service, organisation, senior leaders and external bodies Provide and build on key performance management data, as appropriate. Development and Change: Support and champion the development of good quality locality network plans that deliver relevant change and improvement projects that can be measured and evaluated Oversee a programme of audits and surveys that support and evidence measures of improvement Identify and develop appropriate tools and measures of improvement to support effective change, e.g. performance frameworks, population health data, outcome measures Welfare: Organise PCN events, including educational, locality, neighbourhood and network wide events Relationship Management: Manage and maintain credibility with all key contacts within the network, to foster a culture of collaboration, and promote inter-service learning to drive continuous improvement To work as a flexible member of the PCN, providing support to other team members when necessary Take an active role in the development and embedding of the PCNs culture, values and reputation as providers of high-quality services Encourage supporting staff to collaborate through sharing information and intelligence across different activities Build good relationships with all stakeholders involved in the PCN Develop and deliver a communication strategy with reference to the networks geographical spread Represent the network at meetings, in the community and to the media as required Listen and act on staff feedback from the frontline to build staff trust by adopting a proactive, facilitative approach. Ensure their representation and commitment across the PCN. Personal/Professional Development: The post-holder will participate in any training programme agreed by the PCNs or the Federation as part of this employment, such training to include: - Participation in an annual individual performance review, including taking responsibility for maintaining a record of own personal and/or professional development Taking responsibility for own development, learning and performance and demonstrating skill and activities to others who are undertaking similar work Training may need to be undertaken outside of normal working hours, and/or off site. Quality and Governance: The post-holder will assure quality within the PCN, and will: - Create and actively manage an up-to-date risk register for the PCN On behalf of the Clinical Director and supported by the Federation central team, ensure the quality and safety of PCN staff and services Alert other team members to issues of quality and risk Report all incidents in line with policy Assess own performance and take accountability for own actions, either directly or under supervision. Work effectively with individuals in other agencies Effectively manage own time, workload and resources Support the PCN board and Clinical Director to work within its own governance and associated structures as set out in the network agreement/schedules. Communication: The PCN Manager will ensure effective communication is maintained within the Network and with all stakeholders outside the network. PERSON SPECIFICATION CRITERIA ESSENTIAL Essential Desirable Qualifications Demonstrable commitment to personal development Degree or demonstrable equivalent experience Project Management qualification or equivalent experience Experience Experience in leadership role and change management. Planning and Performance management skills and techniques Experience of building effective teams and networks Experience of quality improvement and service redesign tools/techniques Experience of working with Finances Experience of working across multi-disciplinary health and social care teams Demonstrates sound knowledge of effective risk management. Demonstrate sound knowledge of Clinical Governance and Quality Skills and knowledge Knowledge of primary care, including regulation and compliance frameworks, local and policy, and PCN rationale Able to communicate highly complex, highly sensitive and/or contentious information, including where there are barriers to understanding. Demonstrate high level of self-awareness i.e. strengths and weaknesses, personal qualities and skills. Excellent level of IT skills. Able to organise and present seminars, workshops or teaching sessions. Able to communicate with a wide range of people at all levels of the organisation. Demonstrate leadership behaviour in a variety of settings i.e. strategically and corporately. Well-developed negotiating, persuading and influencing skills. Being able to communicate complex information in a line manager capacity. Able to plan and organise own time and workload and cope with last minute changes. Able to lead, empower, motivate others and influence innovate practice and service development.
