Summary
Develop effective working relationships with a broad range of internal colleagues and external providers stakeholders across the CIOS system on issues relating to surge management and emerging system flow issues with requirement to provide assurances to key stakeholders including the ICB Board and NHS England. Effectively present and communicate to formal audiences clear operational information, associated range of documentation and advice on a range of urgent care and surge issues where there may be a high level of ambiguity or complexity. Negotiating and influencing co-ordination of complex business plans across system services/teams whilst dealing with operational challenges such as leading on daily surge calls, point of contact to NHS England on urgent care matters, SWAST pressures and other relevant program lead topics. Undertake room management & coordination in response to internal and external incidents. In a declared system critical or major incident assist the EPRR team with delivery of the command-and-control function of the incident control centre as per the SCC SOP Ensure completion of national returns, determining the most appropriate function/organisation to respond to emerging requests Using a range of IT software to coordinate, populate and develop statistical or management briefing reports for regular use in presentations for collaboration with system partners and internal teams. Collate range of information through reporting including NHSE tier 1 for UEC, SOF, the ICB integrated professional report with recommendations for improvement based on your expert analysis Work with the relevant recovery workstream SROs or cell leads to formulate strategic plans and resolution of issues for the future year taking into account overall aims and policies of the service and creating an operational framework. Monitor provider and system OPEL status, ensure key actions are delivered at each level and de-escalation is driven through system level calls. Responsible for the financial management of direct reports, ensuring costs are monitored and managed, efficiencies realised where appropriate. To provide line management and training for the team, including allocating and delegating activities whilst providing support and guidance. Responsible for managing the people process for the team including undertaking appraisals, progressing any disciplinary or capability issues, recruitment and selection. Ensure the implementation of systems and procedures at a local level to fulfil the requirements of the ICB Risk Management Strategy, including local management and resolution of complaints and concerns, management of SIs/incidents and near misses. Undertake complex surveys relating to service delivery and collates for reports. Lead the strategic planning of projects, set up and implement internal processes and procedures with the ability to actively evaluate and including taking preventative and corrective action. Ability to analyse and interpret a diverse range of complex and conflicting information, summarise status of issues, appraise outcomes and make recommendations on a range of options for solutions, improvements and development based on own expertise and judgement. Provide coordination of and participate in relevant internal and external working groups and provide specialist advice, expertise and support where requested. To make recommendations on difficult and contentious issues where there may be different courses of action Lead and propose changes to the ongoing development and delivery of the SCC service, taking account of national guidance and legislation ensuring appropriate processes are in place and executed in a timely manner; including proposing and influencing changes through working groups thereby having an organisation wide impact. This role will require weekend and bank holiday working as part of the rota, charing system oversight calls and production of system wide reports.
