This is an exciting role at the heart of Counter Fraud, Compliance and Debt Directorate (CFCD). The Directorate aligns our strategic and operational functions, supporting DWP to deliver its objectives in identifying and correcting error, driving down fraud, using advanced analytics and insight to prevent fraud and error entering the system.
The Directorate is unique across DWP in that it has end to end ownership of all aspects of Fraud, Error and Debt, from policy and analysis, right the way through to investigation and court proceedings.
These roles are based within the Operational Intelligence Service (OIS), part of the Counter Fraud Compliance and Debt (CFCD) Directorate.
The Operational Intelligence Service utilise legislative powers and legal gateways to obtain external data and evidence to support CFCD’s investigation community.
There are a variety of roles available for Intelligence Officers to include intelligence gathering, disclosure and specialist document examination.
These roles are a critical part in enhancing many of our criminal investigations, performing open-source research and gathering vital Intelligence from sensitive external information providers on behalf of criminal investigators, allowing them to pursue the appropriate sanction in instances of benefit fraud, attempted fraud or abuse of the National Insurance number process.
OIS is a high-profile part of the business, ensuring a Citizen’s Identity is protected by completing robust Identity checks with specialist equipment and by fully trained document experts working on the prevention of fraud entering the Benefit system.
As an OIS Officer you will be given bespoke training and in work support, with emphasis on specialist document examination and intelligence gathering legal powers; to help you make requests that are legal, justified, proportionate & necessary to comply with legal requirements. The vital intelligence you gather will be essential for investigators, who will use it to inform interviews under caution and subsequent prosecutions.
Successful candidates can expected to be involved in a range of the following duties and the duties you do will depend on which area of work you are posted to.
- Examine all suspect documents that have been recalled for further examination by the Document Examination Team or referred from other Government Departments regardless of the country of origin.
- Prepare arrest packages on suspect documents for investigation and prepare cases for investigation where an original document is not present.
- Verify Digital Uploaded Documents.
- Provide Intelligence on suspect documents and suspects to investigators prior to investigation and issue Intelligence reports on suspect documents to other government departments including the Home Office, Driver and Vehicle Licensing Agency (DVLA) and Police intelligence services.
- Identify and report trends in relation to suspects and suspect documents using all intelligence and resources available.
- Issue document/suspect alerts where relevant to assist all DWP staff who conduct Evidence of Identity Interviews.
- Liaise with the Home Office, Investigations and Law Enforcement Agencies.
- Interrogate the DVA (Data Validation Application) system to provide an image for surveillance purposes.
- Provide Document Awareness Training to all DWP staff who conduct Evidence of Identity Interviews.
- Carry out Open Source Intelligence Gathering duties in accordance with procedures and guidance i.e. Home Office Surveillance Code of practice, General Data Protection Regulations (GDPR), Regulations of Investigatory Powers Act (RIPA), accessing websites considered appropriate to the case and supply information, which is relevant, necessary, and proportionate to the enquiry.
- Make effective decisions in accordance with legislation and to justify and effectively communicate decisions made.
- Record the progress of information accurately and provide an intelligence package containing any relevant information, securely to the requestor.
- Provide witness statements and attend court when required.
- Travel to other DWP sites for training or to deliver awareness sessions to colleagues will be required as per business needs.
