Summary

To ensure that the Child Death Overview Panel (CDOP) effectively fulfils its statutory functions as set out in Working Together 2018 and the supporting Child Death Review statutory and operational guidance (2018). The Chair of the CDOP is responsible for ensuring that CDOP operates effectively and will: Chair CDOP meetings effectively and ensure that all statutory requirements are met with the CDOP Coordinator, take responsibility for co-ordinating meeting dates, panel agenda, the CDOP action plan, and the production of any reports as requested Coordinate with a public health professional in order to provide the CDOP with information about epidemiological and health surveillance data Assist CDOP in evaluating patterns and trends in relation to child deaths and in implementing public health prevention initiatives and programmes; and Prepare an annual report with input from the Designated Doctors, Public Health and the CDOP team, summarising the activities of CDOP To Chair Child Death Overview Panel (CDOP) meetings including the CDOP Exec, encouraging all members to participate fully in discussions and case reviews. Currently there are 8 meetings across the year including 3 that are in person. To be accountable for the performance of the CDOP to the Child Death Review Partners (Local Authorities and Integrated Care Boards). To communicate effectively with and work in close partnership with the Child Death Review Partners, CDOP Co-ordinator, and CDOP Panel Members to ensure the CDOP operates effectively and within the statutory guidance referenced above. To lead the CDOP Panel, ensuring that all child death cases are reviewed in a timely way with a focus on identifying learning to inform single and multi-agency preventative working and initiatives. Coordinate with a public health professional in order to provide the CDOP with information about epidemiological and health surveillance data. Assist CDOP in evaluating patterns and trends in relation to child deaths and in implementing public health prevention initiatives and programmes. Lead agency discussions to translate learning points into single and multi-agency actions, liaising with agency heads of service where appropriate. To oversee the development, publication and delivery of the CDOP annual report which identifies clear learning outcomes and recommendations for further work to be undertaken by the CDOP and / or agencies. To track progress against the CDOP action and recommendations log, ensuring that actions arising from CDOP meetings and the CDOP annual report are delivered against. Ensure each CDOP panel member represents their sector lead both within CDOP discussions but also in the progression of CDOP business outside of panel meetings. Develop, promote, and maintain positive working relationships with all relevant agencies and organisation as required across the Safeguarding Children Partnership Areas for the purpose of meeting the statutory requirements relating to the CDOP. Facilitate resolution of agency disputes where necessary. To promptly raise issues identified about a CDOP Panel members performance, and / or single agency practice with that agency. The CDOP Chair will be responsible for informing the Child Death Review Partners in each Safeguarding Children Partnership if the Panel is not operating effectively. To attend meetings of partnerships/committees/governing body when required to provide updates on the learning arising from the CDOP. To ensure that adequate time is given to proper preparation for and administration of meetings and actions arising for the Chair. This includes the reading of documents and the scrutinising of draft minutes within agreed timescale and responding to correspondence to the Chair. To respect the confidentiality of sensitive information provided by the CDOP partners. Ensure that new panel members, members invited to CDOP, and observers sign a Confidentiality Agreement. To maintain knowledge of the current broad national and local children's agenda and related issues that may influence it. The role of Independent Chair is to oversee the partnership working between the constituent organisations, engaging with panel colleagues and other stakeholders to maximise the benefits of collaborative working, shared decision making and effective governance. This is a statutory and demanding system-wide post across six local authorities, requiring extensive experience and subject matter expertise in child death review, safeguarding and prevention. The post also demands high levels of diplomacy and managerial skill to work across an internal and external network of organisations, each with their own priorities.
