Summary
Key Accountabilities Accountable to the Moorfields Oriel SRO (COO) but working in partnership with the UCL Oriel SRO (Director of UCL IoO) Working in close partnership with the Programme Director for Oriel, Head of Strategic Finance, MEC Director of Development and others as part of the Oriel senior leadership team. Responsible for managing two budgets: Moorfields administration network site To develop the site (capital) and to move teams across from City Road (revenue). Move Management workstream - To move teams from City Road into Oriel (revenue). Responsible for the oversight of an information system which will determine who can fit into the new administration network site and diagrams of where they will be situated in it. Key Working Relationships The post holder will be required to build and maintain good working relationships with a broad range of internal and external stakeholders on a range of business sensitive issues. The focus of the role will cover liaison with NHS and private clinical services, corporate, research and education services. Lead as the expert; integrating teams and managing effective working relationships with the appropriate stakeholders. Drive and challenge each key working relationship to innovate with drive reform to achieve agreed objectives. Provide and receive highly complex, sensitive and contentious information, including presenting information about projects and dependencies to a wide range of internal and external stakeholders in formal settings. Manage potentially aggressive and/or antagonistic situations with staff and stakeholders within change programmes for successful outcomes. Deal with complex and conflicting subject matter problems or in day-to-day workload in workshops, meetings, one on one communications and other events, comprising various parts of the business. Nurtures key relationships with senior and high-profile individuals and responsible for the maintenance of networks. Link with managers and members of other initiatives to address inter-dependencies and ensure alignment. Employ effective communication, negotiation and influencing skills to enable an effective change management with stakeholders at all levels (including senior management) who may hold differing and contentious views. Represent the Operations Function in sensitive situations, delivering difficult messages where required to high-level audiences. Effective stakeholder management across different departments and at all levels, maintaining relationships with key and high-profile stakeholders, such as key strategic regional and national policy makers. Key Functional Responsibilities Operational Accountable for developing and delivering strategy, promoting innovation and supporting operational excellence across all partners involved in Oriel or the new administration building. Working with highly complex data, facts and situations requiring analysis, interpretations and comparisons on a range of options and making decisions on the most appropriate approach. Financial and Physical Resources Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility. Constantly strive for value for money and greater efficiency to manage delegated project budgets and ensure projects are completed within the envelope. Staff Management Transfer expertise and knowledge as appropriate, regarding innovation issues throughout the team and also externally to Directors and stakeholders including developing and delivering formal briefing/training to promote innovation. Forge positive working relationships, in order to achieve trust organisation objectives. Project manage individuals who are helping to deliver the Move Management workstream of the Oriel programme or the new administration building, including clinicians, managers, finance and workforce personnel. Manage external consultants assisting with a variety of roles including project management, health planning, workforce specialists, digital specialists, strategy consultants, financial consultants, and clinical experts. Information Management Partner with the Finance and P&I teams to ensure that information management needs are met Communications Communicate issues relating to the Move Management workstream of the Oriel programme or the new administration building effectively across the organisation. As the Director of Operational Change, the post holder will be responsible for leading the strategic planning and delivery of two key programmes of work: Moorfields administration network site Specific duties and responsibilities: Lead on the development of a business case which will seek approval to secure a rental accommodation, driving the pace at which it is purchased, converted and actively used, based on a number of factors including the availability of the necessary finances to do this. Oversee a capacity and demand model which will determine how the new space will be used when fully operational. Work with colleagues in HR to determine the Trusts principles for agile working and digital clinical care, which will inform the role that the building plays in meeting the Trusts requirements in these areas. Lead the design and commissioning of building fit out to meet the requirements of the services, working within agreed budget limits. Lead a review with Clinical, Operational and Corporate leads to determine how they will adopt these agile and digital clinical care principles in each of their services, including the role that this new space will plan in delivering these plans. Lead a programme which will coordinate the conversion and operationalisation of the space for active use by December 2026 at the latest. Lead any operational aspects of the decommissioning of the current administration building (Kemp House). Lead for Oriel Move Management Workstream Specific duties and responsibilities: Undertake a review of lessons learned from other large hospital and corporate building go lives in the NHS and other relevant sectors. Lead a review of the move management plan which was developed as part of the Oriel full business case, expanding the detail of this as required. Work with clinical, operational and corporate colleagues to identify any considerations within their services which will need to be addressed prior to the transfer to Oriel. Finalise and lead on a plan to transfer of all services into the Oriel centre in 2027. To enable their work, the Director of Operational Change will be required to: Drive reform and support organisational change and uptake of initiatives that support excellence. Develop and champion new initiatives or projects. Provide expertise of best practice strategy methodologies, regulatory requirements, policy imperatives, innovation and technological developments and stakeholders knowledge. The Director of Operational Change will be expected to deputise for the Chief Operating Officer / Joint SRO for Oriel as required. The postholder will also be expected to represent the Trust at external meetings with NHS England, the New Hospital Programme, Research England and the Department of Health.
