Summary

The Post Office is a key national asset at the heart of communities across the country. Government owns Post Office Limited (POL), and the Department for Business and Trade (DBT) is responsible for setting the strategic direction for the company and works with UK Government Investments (UKGI) to oversee the company’s performance.   

The Post Office has never been more high profile. The new Government has committed to looking for ways to strengthen the Post Office network, in consultation with sub-postmasters, trade unions and customers, and there is strong parliamentary interest in post office issues. The role therefore offers a great opportunity to work closely with ministers and to gain parliamentary experience.  

The Horizon scandal has affected thousands of postmasters and their families. Putting things right is a key objective for our team. Amongst other things, this includes the replacement of the Horizon IT system with the company seeking funding from HMG to support the replacement project. Post Office also receives subsidy and investment funding from Government and DBT will need to make a further bid for funding as part of the next Spending Review.

You will lead on all policy relating to the finances of the Post Office. This work is high profile and a priority for Ministers. You will work closely with colleagues across DBT (in Finance, Legal, Commercial, Analysts, Comms and Private Office) and with counterparts in His Majesty’s Treasury (HMT), UK Government Investments (UKGI) and OGDs; you will also develop effective working relationships with senior executives at POL.

In this role you will be responsible for:

Leading on policy and financial oversight of the replacement of the Horizon IT system, working with DBT’s Digital, Data and Technology (DDaT) team, UKGI and the Infrastructure and Projects Authority (IPA) on Government’s oversight of this programme.Working with the Post Office, DBT and UKGI, lead on the development and monitoring of major projects and other financial spend, to support Post Office operations.Working with the team in UK Government Investments and DBT analysts to lead the development of Post Office bids in the next Spending Review.Lead the Subsidy Control Act principles assessment and Subsidy Advice Unit for any funding bids and ensure ongoing compliance.Updating the Permanent Secretary, Ministers and HMT on these policy areas.
