About the role

We are now recruiting a 'Pre-Construction Manager' to join our property team on a permanent basis. This role will be home based with no daily requirement to attend the office but the appointed candidate will be required to attend meetings across our North West office's (Didsbury, Liverpool and Accrington) as the business requires.

The purpose of this role is to manage the pre-construction process of land acquisition, bidding or tendering on a piece of land to secure entering into contract. The role will work closely with the Development Manager - Growth and Assistant Project Manager.

Key Responsibilities:

Land Acquisition, Bid Process or Tender Submission

Manage the acquisition, bid or tender process with the development of all technical documentation to support the tender / land acquisition in conjunction with the Design Manager, Development Manager and Quantity Surveyor. You will Produce and agree the scope of works, obtain quotes for professional services / consultants and appoint design team including the EA and PD functions. You will also manage the agreed pre-construction budget for each scheme.

Technical, Building and Legislative Standards

Ensure any bid / tender is compliant with all statutory legislation. Build relationships with external stakeholders such as planners, highways and United Utilities through pre application meetings to aid achieving a satisfactory planning approval. Liaise with internal stakeholders to ensure Onward requirements are achieved. Undertake design reviews and value engineering to ensure the scheme is viable and provides whole life value for money.

CDM Compliance Requirements

Provide assurance that developments are CDM compliant and that projects are delivered to the highest standards of health and safety. Assist in the preparation of the Onward Risk Register on every bid / tender and highlight areas of risk to the business at an early stage.

Project Management

Oversee the consultant team in preparation for the start of the project. Undertake a handover meeting to transfer the project to the Design Manager, Development Manager, or Assistant Project Manager, who will deliver the scheme through construction.
Reporting

Write the technical section of all approval reports for all schemes for approval in advance of the respective Onward committee dates. Chair monthly DTMs and distribute minutes. Provide monthly reports on the status / progress of all bids / tenders in the pipeline.

Skills, experience, and Qualifications

Essential:

Demonstrable experience in managing the pre-construction process, bid submissions and tendering.
Demonstrable experience and knowledge in construction processes, workmanship and specification.
Demonstrable knowledge of site health and safety.
Demonstrable knowledge of building standards regulatory requirements in relation to development.
Understanding of construction contracts.
Demonstrable knowledge of CDM regulations.
Ability to promote good practice in Onward Homes.
Excellent communication skills (both written and verbal) with a proven ability to influence senior stakeholders and customers.
A demonstrable commitment to customer service.
Customer facing when holding stake holder events / open days.
IT Skills – Microsoft office minimum.
A Full UK Driving Licence and access to your own car.
Qualifications

Essential:

Preferably degree qualified in construction.
A minimum of 10 years experience.
Desirable:

Membership of a profession body such as CIOB / RICS.
