West Forest District is responsible for the stewardship of over 35,000 ha of woods and forests, from the Shropshire Hills to Salisbury Plain, and south-westwards down to Cornwall. The estate is comprised of freehold and leasehold properties, and our ambition is to continue to grow the estate as we acquire new land for woodland creation.
The diverse property portfolio we manage may be less obvious than the trees we grow but it is just as vital in delivering our objectives. We maintain a wide variety of built properties, ranging from working offices and depots/deer larders, through to let cafés and large visitor facilities, such as Haldon Forest Park and Cardinham Woods, to a collection of embedded residential, agricultural, and industrial properties.
The Estates Team in West Forest District
The Estates Team is an integral part of the management of West District, with the Area Land Agents providing professional support to the Recreation & Engagement and Forestry & Land Management functions. The team is led by the Head of Estates and is split into two halves. The first, is the Estate Management team and provides general support to the Forestry England delivery teams, as well as leading on case management for liability claims and legal disputes. The second is The Buildings Management and Projects Team who are tasked with coordinating the management of the District’s buildings and delivery of commercial developments as we strive towards carbon neutrality and providing modern efficient infrastructure to support our front-line delivery.
This role will join The Buildings Management and Projects Team, covering the southern half of West District, being Cornwall, Devon and Somerset. It is likely that the candidate will be based at the office at Haldon Forest Park, Exeter, but there may be opportunities to work from another local office within the three counties. The role is part time, being 22.2 hours per week (3 days), which could be flexed across the normal working week of 8.30 to 5.00 Monday to Friday, depending on work programmes.
Note that the quoted salary is for a full-time role, so the actual salary will be calculated on a pro rata basis. The team and role are supported, including a Business Support Officer based at Exeter, who will assist with tasks such as developing the work programmes, compliance, maintenance works and project delivery, along with financial monitoring and reporting.
You will be tasked with delivering a high standard of professional property services, including planning and monitoring programmes of work across our whole estate. Ensuring we are complying with all statutory regulations and internal guidelines; you will also see to it that all planned and emergency works fall within budget and are completed to agreed specifications.
Your sharp business acumen will prove crucial when ensuring that value for money is being achieved, particularly when balancing your annual capital and revenue budgets. To thrive in this enticing role, you will have the ability to work collaboratively with stakeholders such as colleagues in other teams and those occupying the properties, as well as instructing and managing some external professional advisers and contractors.
Key Work Areas
- Deliver professional building management across the District including the management of utilities and services by the most efficient means and to agreed budgets.
- Plan, specify, procure (to public procurement guidelines), implement, and monitor programmes of work including planned and reactive maintenance to a high standard whilst also ensuring compliance with statutory regulations (including health and safety legislation) and Forestry Commission processes and guidance.
- Ensure the maintenance of statutory compliance across the built estate including being key in rolling out building management policy and handbooks.
- Undertake regular property inspections with follow up with appropriate reporting.
- Improve the financial sustainability of the built estate.
- Identify ways to decarbonise the built estate by improving energy efficiency, transition away from fossil fuels and incorporate renewable energy generation.
- Work with key internal and external stakeholders to establish business cases, develop projects into a pipeline and help implement through the internal investment programme.
- Work collaboratively to prepare and manage annual capital budgets with the Land Agent and other Building Surveyor.
- Provide an on the ground response to emergency or reactive buildings and services maintenance issues.
- Management of the ongoing digitisation of property information via Forester Web and Sharepoint.
