The Cabinet Office Purpose is:
- To maintain the integrity of the Union, coordinate the security of the realm and sustain a flourishing democracy;
- To support the design attracting and developing the best public servants and improving and implementation of HM Government’s policies and the Prime Minister’s priorities; and
- To ensure the delivery of the finest public services through the efficiency of government.
This role is responsible for overseeing the delivery of the annual talent cycle in Cabinet Office. The portfolio encompasses talent management for all grades and seniorities (AO to DG). Responsibilities include line management.
- This role serves as a deputy to the Head of Talent
- The jobholder will oversee the day to day operations of a wide-range of talent programmes from Director level programmes to the graduate scheme, the Fast Stream, supporting two HEOs to run these in CO. They will be responsible for ensuring these run in a timely manner in CO and are positioned effectively in the business to get maximum value for money.
- Additionally they will oversee wider talent activity in the department, such as embedding career development conversations across the department and supporting the management of important talent infrastructure such as Director Talent Forums and Heads of Professions Group.
- The incumbent will build successful relationships and work across the HR team in a joined-up way on cross-cutting issues such as pay, onboarding, apprenticeships, HR Business Partnering and performance management, showing leadership and collaboration.
- The post-holder will be able to build trust and credibility with senior stakeholders as appropriate, supported by the G7 Head of Talent.
- They will ensure a high quality service across a range of operational talent activities, putting the customer first including in the management of complex and multi-layer programmes such as Fast Stream, and in overseeing the organisation of talent forums with stakeholders at all levels.
- They will work with sensitive information, paying attention to detail to assist the G7 in providing advice to senior leaders, preparing materials for meetings and checking information for accuracy and reliability.
- The post-holder will act as an escalation point for queries and provide advice.
- The incumbent will work with external partners to ensure high quality provision, escalating to the G7 as appropriate.
- They will draw on professional knowledge and work creatively to support the development of in-house talent and career management programmes such as GROW.
- They will be confident presenting upskilling sessions for managers and job-holders in undertaking talent development activities and be able to create engaging and informative training presentations.
- They will be able to support the management of the talent budget and finances relating to Fast Stream and talent programmes.
- The job-holder will be a supportive and credible line manager; leading by example in building capability in the team and supporting the career development of team members.
- There will be the opportunity for the jobholder to develop and support strategic talent work, including the opportunity to help shape the new departmental talent strategy.
- They will be able to prioritise effectively and make credible plans for the team to ‘pivot’ should new priorities arise.
