Summary

Context Devon Partnership NHS Trust is the Lead Provider for the South West Provider Collaborative. We currently commission services for people requiring medium and low secure mental health care across the south west, with investment in specialist community forensic teams, as well as Perinatal Inpatient Services, CAMHS Tier 4 and Adult Eating Disorders services with potential to extend this to other appropriate services in future. We do this in partnership with eight providers five of which are NHS organisations, one community interest company, and two independent sector providers. Our geography spans from Cornwall in the south, to Gloucestershire in the north, covering a total population of around five million, across approximately 22,000 square kilometres. We aim to treat people as close to home as possible; in the least level of security, for the shortest period of time, to high quality outcomes. Job Purpose This is a senior leadership role within the commissioning division, reporting directly to the South West Provider Collaborative Deputy Programme Director. The post holder will take direction from the Deputy Programme Director on a day to day basis in order to deliver the commissioning of high quality care for patients requiring specialist mental health services across the south west of England. This is a transformational role, working with a high degree of autonomy, at-pace, and at-scale, across multiple stakeholders, and requires a creative mind-set, excellent leadership skills, and an application of whole systems working. The current role description is aimed at adult secure services, but may in future include other services. Duties and Responsibilities The post holder will be responsible for: Leading and successfully delivering the transformational programme for commissioning specialised mental health care, in-line with the clinical model and multi-year business case, with direction from the Deputy Programme Director, Programme Director and Clinical Director. Responsible for helping in the design of, and then delivery of the commissioning business units annual and multi-year plans in support of the Divisions overall annual and multi-year business plan, and also in-line, with our South West Provider Collaborative aims. Leading and successfully delivering the process for refining the clinical needs-analysis, and articulating the commissioning response. Provision of managerial line management, in conjunction with the Senior Case Manager, to mental health case managers, and business support function. Developing key relationships across the south west, with relevant organisations including, but not limited to partner organisations, third sector organisations, NHS England, local authorities, police, and probation. In conjunction with the Senior Case Manager, developing and leading improvement programmes aimed at addressing quality, performance and service issues in order to support ongoing improvement. Leading high quality corporate business returns and monthly reporting for submission at local, regional, and national level, Oversight and day-to-day responsibility for aspects of the commissioning budget. Provide professional advice to organisations responsible for the commissioning and delivery of mental health services; involvement in setting and monitoring standards of psychiatric care and training of staff where appropriate. Communication and Working Relationship Skills Communication The post holder will be expected to have excellent verbal and written communications skills they will be expected to have regular contact with both internal and external stakeholders, and will regularly need to engage with them over highly sensitive, highly complex, highly contentious and confidential issues. The post holder will be expected to interact regularly across a range of individuals and large groups of staff. This may include senior national leaders, Chief Executives, senior clinicians and managers, and individuals and their carers who have been or are in receipt of services. They therefore need to be able to have an appropriate balance of gravitas and humility. They will need to be able to communicate to stakeholders who may have opposing views or potentially be unreceptive to change. The post holder will be required to author and check high quality reports for submission to internal and external meetings in an audience-appropriate manner to senior management and board level groups. The post holder will, therefore, be expected to be able to routinely prepare clear, concise, accurate, high quality reports, ensuring that complex information can be delivered simply and sensitively. Working Relationship Skills Advanced working relationship skills are required in both group and individual situations the post holder is required to have gravitas, ensuring that they are able to positively shape and influence, with a high degree of emotional intelligence. Examples include, but are not limited to: Group meetings chairing, active participation, active review, coaching or mentoring. 1:1 meetings line management, developmental approach, mediation, individual coaching or mentoring. Key stakeholders, for example our eight providers within our partnership, carers and people who have used our services, and working both regionally and nationally with NHS England/Improvement colleagues. The post holder will be required to use tact and diplomacy when dealing with occasional exposure to highly emotional circumstances when discussing services with partner organisations, stakeholders and carers.
