Summary

The Commercial Finance Manager will join a Commercial function driving the solutions for connectivity within the most rural regions of the UK, enhancing the lives of millions of people across the nation.Building Digital UK (BDUK) is a department borne out of the desire to improve the broadband landscape in the United Kingdom, helping to ensure residents and businesses all across the country have access to affordable broadband services, by encouraging competitive markets, responsible business practices and offering viable solutions to previously-unviable areas of business.The successful candidate will drive Commercial Finance activity across one of the three programmes BDUK delivers to achieve these goals: the Superfast Broadband programme; the Gigabit Infrastructure Subsidy (GIS) programme and; the Gigabit Broadband Vouchers Scheme (GBVS).   • Evaluating complex multimillion-pound gold-tier government bids as part of the procurement process and managing and evaluating contract changes and payment claims as part of contract management. This is critical to the delivery of Project Gigabit and ensuring value for money parameters are maintained with focus on risk mitigation.

  • Leading on the assurance of contractual change requests and closures for the Superfast Broadband programme, ensuring suppliers and local authorities are compliant with contracts.

  • Leading key Commercial Finance elements of the procurement process, including market engagement and bid evaluation, advising on governance and procurement processes, conducting financial analysis and assessing supplier financial viability

  • Provide support to internal stakeholders such as programme teams, contract management and finance on the oversight of contracts, including; monitoring delivery, performance management, Value for Money (VfM) assurance, contract change request evaluation or assurance and contract closures assessments.

  • Own key strategic contracts and the relationships with assigned suppliers, challenging suppliers on costs and commercial assumptions by leading negotiations with suppliers and reviewing information submitted.

  • Drive continuous improvement within area of responsibility, pro-active in anticipating issues and assessing and developing options for solutions whilst increasing the commercial and finance capability across the functions at BDUK.

  • Continually seeking to identify ways to improve performance and processes.

  • Analysing performance data and reporting on Key Performance Indicators for each of the programmes.

  • Deputising for the Commercial Finance Leads, providing strategic financial advice whilst line managing HEO Commercial Finance Managers with relevant training to aid understanding on appropriate use of VfM measures

  • Other ad-hoc tasks as and when required by the organisation.
