Summary

The Established Fire Focal Point (EFFP) is responsible for ensuring site compliance with fire legislation, policy and guidance by delivering the following key tasks:

Assisting the Head of Establishment (HoE) with the implementation,ongoing management & maintenance of the unit Fire Safety Management System (FSMS).

Managing and maintaining the unit Fire Safety Management Plan.

Ensuring all buildings have a Fire Risk Assessment (FRA) and all relevant parties receive copies as determined by the FSMS.

Ensuring that all FRA action plans are monitored until actions are completed in liaison with Building Stakeholders.

Advising on outstanding fire risks, liaising with Fire Safety SMEs, HoE and wider Chain of Command (CoC) as required.

Elevating significant risks to the HoE to ensure the Accountable Person is aware.

Managing and maintain unit fire orders and wider unit fire policies including management of unit training programmes.

Ensuring a programme of risk based 1st party assurance (1PA) is in place and conducting assurance of fire safety measures in unit buildings, ensuring that findings of 1PA are dealt with appropriately.

Communicating with Fire Safety SMEs, Establishment Safety Advisor (ESA) & unit Infrastructure personnel, organising fire safety meetings and preparing information for wider safety forums.

Assisting with emergency planning for fire emergencies & exercises, liaise with Local Authority Fire Rescue Services (LAFRS), arrange training with LAFRS and manage fire packs held at unit guardrooms/main entry points

Maintain liaison with external stakeholders including the Defence Fire Safety Regulator (DFSR), Inspector Fire Safety (RAF) and Capita Fire and Rescue.

Provide and prepare unit documentation for second party asssurance (2PA) conducted by the RAF SAfety Centre (SC) and third party assurance (3PA) conducted by DFSR.

Responsibilities

Risk management, monitoring & engagement with Defence Fire Regulator.

Communications both with internal & external agencies/stakeholders.

1PA including assurance & preparation for 2PA & 3PA.
Management of unit training programmes & exercises.
