The Head of System Finance - Deputy Director of Finance will be responsible for developing the financial strategy, financial framework and detailed long term financial model for both the ICB and the wider ICS.
The post holder will be a key member of the system finance leadership team and will provide professional financial advice and expertise to the senior management team of the ICB and ICS and will act as a formal deputy to the Director of Finance.
The post holder will be responsible for the overall development and co-ordination of financial planning at system level and the development of the ICB detailed financial planning model.
The post holder will be required to lead, in conjunction with other senior finance staff, on the effective application of multi-disciplinary working and develop cohesive key working relationships with other members of multidisciplinary teams within the ICB and across the wider local health economy.

• Leads on the development of an ICS financial strategy within the context of the ICS’s strategic direction, taking account of national policy.
• Develop robust, efficient, and effective financial planning processes and models to deliver an assured ICS financial model. This will include development of robust planning assumptions with full engagement and ownership by relevant stakeholders.
• Develop an ICS wide financial framework and risk management process.
• Develop and update an ICS wide long term financial model incorporating the finances of the ICB plus all provider organisations in the system.
• Ensure that the financial strategy and framework is closely aligned with the ICS capital strategy, activity and workforce plans and demand and capacity modelling.
• Develop the detailed financial plan for the CCG/ICB and lead on budget setting processes for the ICB
• Responsibility for completion of all ICS and ICB planning returns, overseeing financial bid submissions and supporting assurance discussions with NHSEI.
• Represent the ICS/ICB regionally/nationally as appropriate.
• Financial strategic lead for productivity and efficiency working alongside planning, performance and delivery.
• Responsible for ensuring the effective management of system provider contracts acute and community including specialised services.
