Senior Data Analyst - Energy Efficiency

Summary
Job Purpose
Reporting to the Data & Information Manager within the Greater South East Net Zero Hub, this post will play a key role in supporting the Government to deliver its net-zero ambitions. The post holder will be aligned to the Energy Efficiency team supporting them to ensure the delivery of retrofit measures to fuel poor households via Government grant funded schemes.
The role holder will be responsible for leading the Energy Efficiency Data Analyst and PMO Analyst.
The post-holder will be responsible for gathering, validating and presenting data in various forms including graphs, charts, tables, reports, maps, dashboards and tools to a wide range of audiences both internally and externally. The post-holder will work proactively with internal staff, local authorities and other public and private sector stakeholders, providing day-to-day analytical support for domestic energy efficiency projects across the Greater South East region. The post-holder will also use their expertise to develop tools and provide insight in order to support the Hubs strategic, operational and commercial decision making.
The post-holder will need specialist environmental / sustainability knowledge (ideally in energy efficiency and low carbon heat domestic retrofit) as well as data analysis expertise. Ideally, the role requires highly competent domestic building performance, low carbon heat and energy generation technical and analytical knowledge to interpret data sets and create reports containing complex written and analytical information for funders, local authority partners and governance boards. Excellent communication and presentation skills are vital as the ability to transfer knowledge to colleagues and clients is a key part of the role.
Key Responsibilities
- Provide expert analysis of housing data analytics, demographics and other data sets to inform both delivery direction and retrofit forecasting and planning.
- Provide expert analysis of project delivery data from delivery partners, ensuring scheme compliance and accurate reporting.
- Organise and transform information into comprehensible structures.
- Use data mining to extract information from data sets and draw valid references, using mathematical and statistical approaches.
- Use of project delivery data to undertake analysis and make recommendations to internal Hub colleagues, local authority partners and delivery partners.
- Develop and maintain robust complex spreadsheets/models to collect and analyse financial and operational data (this could be used to support the development of future funding bids and benefits tracking mechanisms).
- Maintenance and updating of financial and operational models used for analysis.
- Monitor data quality, ensuring accuracy of the data and removing any corrupt data.
- Using tools and techniques to visualise data in easy-to-understand formats, such as dashboards, diagrams and graphs.
- Support the Energy Efficiency Programme Manager to ensure that robust data and information is available both for reporting and to support planning and the development of new programmes of work by assisting as required in the scoping of projects, resource plans and budgets.
- Work with delivery partners on data quality and continuous improvement.
- Be responsible for delivery of regular reporting to stakeholders and in particular automation where applicable.
- Communicate with stakeholders to understand data content and business requirements.
- Source appropriate benchmarking information to produce analysis and report on the performance of the Greater South East Net Zero Hub in comparison with peers.
- Attend relevant meetings highlighting areas of concern and possible causes /remedies.
- Track and, where appropriate, escalate risks and issues.
- Take ownership of the effective storage and organisation of key project documents.
- Liaise with Project Managers, and team members ensuring regular project updates are provided, targets are set and progress against them monitored, business plans are updated and maintained and all actions are being tracked to completion.
- Line management responsibility for the Energy Efficiency PMO Analyst and Data Analyst.
- Support skills development and knowledge transfer within the team and the Greater South East Net Zero Hub more broadly.
- To undertake any other duties commensurate with the grade and nature of the post.

Person Specification KNOWLEDGE & EXPERIENCE
Essential
- Graduate / masters level qualification in a statistical or information related subject, or appropriate level of work experience
- Previous experience of working with housing data analytics, demographics and delivery performance data
- Extensive knowledge of databases and other PC tools to manipulate analyse and present information such as Excel, Power BI, Tableau
- Knowledge of data modelling, data cleansing, and data enrichment techniques and the ability to carry out data quality control and validation
- Experience of setting up and maintaining automated data processes
- Experience of statistical methodologies and data analysis techniques to produce clear outputs and recommendations including graphical representations and data visualisations with attention to detail
Desirable
- Working with a range of public sector organisations/ functions including finance, property, sustainability/climate change
- Understanding of domestic retrofit and the delivery of retrofit projects
- Knowledge of PAS2035:2019
- Knowledge of public sector procurement and decision-making processes
- Familiarity with Government grant funding schemes
- Experience of supporting major projects, in either the public or private sector
- Technical knowledge of a coding language (e.g. Python); MS Azure; GIS Tools would be advantageous, but not essential
- Previous experience of working with public sector databases and data sets would be useful, but not essential
- Knowledge of financial modelling would be advantageous, but not essential
- Experience in line management
