Pro-actively manage and undertake general asset management and valuations of the Council’s land and property holdings, including the commercial investment and corporate portfolios. Drive the performance of the Council’s commercial investment portfolio to maximise income, capital, redevelopment and investment opportunities. Ensure that the Council’s commercial investment portfolio is well managed, maintained and competitive in the market.

Key Responsibilities:

Day-to-day estate management of the Council’s commercial land and property portfolio including developing, reviewing and implementing asset management plans and marketing strategies for properties within the commercial portfolio.
Provision of general practice surveying property advice to Directors, Councillors and other Council departments as required.
Undertaking professional work in connection with the management of the Council’s commercial and corporate portfolio including negotiating new lettings, lease renewals, rent reviews, lease restructuring, deeds of variation and dilapidation claims. Ensure that reviews and renewals are dealt with in a timely manner and in accordance with the performance standards/requirements.
Acquisition and disposal of land and property as required or in accordance with asset management plans including negotiations in respect of compulsory purchase and compensation claims.
Ensure that the commercial property portfolio is properly repaired and maintained in accordance with contractual commitments and good asset management. To liaise with Estates & Facilities to ensure that they have all properties within the portfolio included in relevant corporate contracts managed by them in relation to repair, maintenance, statutory servicing and compliance testing required and advised as necessary by Estates & Facilities.
Oversee inspection, survey and preparation of reports, valuations and plans of Council houses and flats under the 1985 Housing Right-to-Buy provisions, including appeals submissions to the DV and Equity Share transactions as may be required.
Carrying out valuations and appraisals of the Council’s commercial and corporate portfolios and on behalf of other Council Departments as required.
Attend and present reports at Committee and other meetings as may be required related to this role. Deputise for the Chief Property Surveyor when required or in their absence.
Maintaining and keeping updated property and valuation records as required, reflecting professional best practice, and specifically maintaining the Council’s property management database and case management system up to date at all times.
Contribute to the establishment, review and implementation of procedures and performance standards for the Council’s property portfolio including property performance, condition and customer satisfaction. Monitoring and reporting in accordance with these procedures and performance standards as required.

Qualifications:

Cognate Degree/Diploma (or Post Graduate Diploma) recognised by RICS and current MRICS qualification or comparable
Other qualifications which may be of use to the section eg: in management, valuations, mapping software, marketing, business studies, planning - desirable
Hold a current driving licence or ability to travel between sites

Knowledge:

Knowledge of estate management and valuation procedures and performance standards - desirable
Knowledge of Cambridge - desirable
Some knowledge of project working - desirable

Experience:

Post qualification work experience with a professional firm of surveyors or Local Authority property department or company property department
Experience of: asset/development management; property investment; feasibility, valuation, acquisition and disposals; managing industrial, office, retail and long leasehold properties; compiling computer reports from databases - desirable
Supervisory experience - desirable
Use of property management databases/software and standard PC applications

Skills & Abilities:

Good verbal and written skills, numerate and use of Microsoft Word and Excel. Spreadsheet capability and familiar with property management databases
Problem solving skills
Excellent interpersonal and communication skills
Ability to organise and prioritise workloads
Ability to manage and develop staff
