Summary
The Suffolk and North East Essex (SNEE) Integrated Care Board (ICB) is seeking to recruit a Lead Data Analyst (Band 8a AfC) who will deliver a portfolio of population health intelligence. Population Health Management (PHM) uses linked data to improve the social, physical and mental health outcomes and wellbeing of people within and across a defined population, while reducing health inequalities. To enable the delivery of PHM, the SNEE ICB has established a longitudinal linked healthcare dataset for its entire population, and a high performing PHM analytics team to deliver insights using linked data. The post holder will play a leading role in the PHM analytics team, developing insights from linked data. Their analysis will include working with data from across primary, secondary and care sectors, as well as data on wider determinants of health, to undertake segmentation modelling, risk stratification, analysis of full patient pathways, and identification and monitoring of health inequalities. They will also play a leading role in maintaining and improving the ICSs population health reporting platform and secure data environment. Working with the Senior Analytics Manager, the post holder will line manage at least one individual, with responsibility for quality assuring their work and developing staff in line with their potential. They will work with stakeholders across health and care, including in the VCSE, as part of a virtual network of analysts in the SNEE Intelligence Function, to use linked data to tailor the provision of care to identify people who would benefit most from proactive intervention and to tailor services to best meet population need. Purpose of the role: Deliver analytical work in the PHM intelligence portfolio, delivering analytical insights for programmes of work linked to the SNEE ICS PHM strategy. Deliver data analysis, across a spectrum from descriptive to predictive and prescriptive analysis, utilising a range of analytical techniques to undertake statistical analysis and forecasting, that provide insights on population health and care needs now and in future, including: o Statistical analysis, including machine learning models, for risk stratification, inference, and prediction o Segmentation analysis using linked datasets o Development of visualisations, analytical reports and dashboards Work with public health teams in local authorities and analysts in healthcare providers, especially public health analysts and other PHM analysts, to deliver insights from data on population health and need. Engage with customers of PHM insights and stakeholders across the SNEE ICS to ensure that PHM reporting and analysis delivers on requirements Work with the Senior analytics manager to deliver an advanced analytics platform to analysts across the ICS, and work with analysts across organisations to understand changing requirements and drive improvement. As a senior analyst, the role holder will build system trust in intelligence through application of sound analytical methodologies and processes, good engagement and communication, and a focus on the most salient problems. They will translate complex information into insights that wider stakeholders can understand.
