Summary

Provide professional clinical leadership and expertise to all within the PT profession across Specialist Nursing Services within the Children and Families Division. Lead by example, with authority to change practice and improve care for children and their families within available resources. Provide a comprehensive, detailed assessment of children with complex neuro- respiratory conditions and deliver senior physiotherapy intervention, advice and co-ordination of follow up with internal and external services. This will involve having a thorough understanding of children with complex healthcare needs , including a range of physical, cognitive and social problems. Demonstrate excellent negotiation skills when acting as a senior clinician, in interactions with children and young people, parents, other carers and professionals. As an expert practitioner, support and advise others on the assessment for, and delivery of, physiotherapy intervention. Ensure the dissemination, interpretation and implementation of evidence, best practice and clinical guidance/standards across PT in the division, including national frameworks. Take a lead in ensuring that the implications of all local and national strategies and policies are interpreted appropriately for the profession, using this interpretation to assist decision-making within the Division and extended Physiotherapy networks. This may require liaison with the Trust Professional Lead for Physiotherapy for support and guidance. Lead on the setting and monitoring of standards for clinical practice and patient care and ensure the team has the right skills to deliver a high quality service. This may include delivering training or arranging for training to be delivered by others. Promote and facilitate a research and audit culture within the profession, ensuring that proposals are discussed and approval sought via the Divisions Clinical Forum. Monitor research and audit activity and report on findings as appropriate. Lead on the audit of standards of clinical practice and support the clinical audit process within the Trust framework, working closely with other Clinical Leads across Specialist Nursing Services and within the Division to facilitate this. Lead on the development of outcome measurement within the service and the monitoring of clinical effectiveness and implementation of evidence based practice. Lead on specific aspects of professional practice, service development and change across Specialist Nursing services and within the Division, as directed by the Specialist Nursing Services Services and/or Divisional AHP Lead. Be able to debate courses of action with clinicians, Service Operational Managers and Senior Leaders/Managers in decision-taking processes, in formal and informal settings, with sufficient skill to be able to manage opposition to messages in a sensitive manner if required. Work from a variety of locations as required, ensuring clinical leadership across the whole team and a visible presence across the professional groups. Work with the Infection Prevention and Control team as appropriate to prevent and control healthcare-acquired infections, ensuring high standards for preventing and controlling infection are set. Work closely with others delivering childrens respiratory services across agencies and with public health colleagues to raise the public health profile within clinical services as part of delivering an efficient health care service. Keep up to date with current knowledge and advances within the profession and ensure the maintenance of clinical credibility, ensuring that own practice is evidence based. Work in collaboration with the Professional Development/Learning and Development Department to identify workforce development and CPD needs for the PT team, including developing a robust training needs submission for the team for the Learning Beyond Registration cycle. Demonstrate sound understanding of clinical governance and risk management and apply to the work situation and professional team, working with the Clinical Governance Manager to ensure the attainment of relevant standards. In liaison with the BCHC AHP Allocations Team, ensure the effective and successful placement of students. Provide verbal and/or written, analysed reports to the Head of Specialist Nursing Services, Divisional AHP Lead and/or other Senior Management staff as necessary. Work with the Service Operational Managers and other Senior Leaders/Managers and Clinical Leads to develop clear service outcomes and pathways, which may cross agencies, taking into account work being carried out locally in this area and with commissioners. Monitor and give support to senior clinical practitioners in the formulation of physiotherapy, service policy, and care pathways for the specialist area working closely with the acute respiratory services. Manage the clinical performance of staff within the PT team, working with local team leaders and the Service Operational Manager, taking responsibility for the implementation and adherence to appropriate human resource and risk management policies across the team and providing appropriate advice on caseload management. Work with the Service Operational Managers and Senior Leaders/Managers within the Division, to ensure there is a consistent approach to clinical management issues across the Special Nursing Services and Division as a whole. Take a lead role, working with the Service Operational Managers, in workforce planning and in the process of recruitment and selection of clinical staff in the designated area and across the Division to meet service requirements. Provide clinical advice to support the development and monitoring of Service Level Agreement (SLAs) involving input from the profession, as appropriate. Ensure robust systems for clinical supervision are in place and regularly evaluated. Provide support and supervision for identified senior clinical staff in the provision and delivery of their clinical work and supervisory roles. Take lead responsibility for ensuring all therapists hold and maintain registration with the HCPC, as outlined in the Specialist Nursing Services appendix to the Trusts Professional Registration Policy. Act promptly and investigate clinical complaints and disciplinary issues in line with Trust policy as requested by the Head of Specialist Nursing Services and/or Divisional AHP Lead. Take responsibility for the implementation of quality measurement tools across the PT team. Facilitate and collaborate in any joint working initiatives across professions within Health and other partner agencies. Ensure all clinical staff have agreed objectives and, working in partnership with the Service Operational Managers, ensure a robust programme of appraisal and personal development planning exists across the profession to meet both personal, divisional and Trust objectives. Develop staff knowledge and skills to promote equality and diversity and address inequalities both in employment and service delivery. Ensure specific equality objectives are included in Personel Development Reviews (PDRs). Lead in the AHP productivity agenda and implementation of the job planning process for the Physiotherapy service, ensuring that all registered clinical staff have an agreed job plan that is reviewed annually. Ensure the development of a training plan across the service following an annual training needs analysis, which will in turn form part of the Divisions training plan each year. Provide professional advice to the Service Operational Managers, Head of Specialist Nursing Services and Divisional AHP Lead regarding the management and deployment of the clinical team, to ensure effective use of the staffing resource to provide a quality service and meet performance and quality targets, working with them to apply and support service line management and distributed leadership principles. Work with the Service Operational Manager to maintain an overview of the budget for the service across the city, to enable flexibility to be maintained within that team to provide cover in the case of absences or to respond to changing need. Work with the Service Operational Manager to ensure the effective and successful implementation of rotational programmes within or from the service area, as appropriate. Develop the team, in line with service demand and local and national requirements, prioritising resources to meet these needs and ensuring that all needs are identified within the business planning process in partnership with the Service Operational Managers, Head of Specialist Nursing Services and Divisional AHP Lead. Provide clinical leadership, development, support and supervision for the professional staff group, enabling the department to respond positively to any changes within the organisation or Health Service. Represent the professional group, as necessary, at relevant meetings, internal and external to the Trust, including the Divisions Clinical Forum, and also on regional groups and other specialist interest groups, giving presentations as necessary to meet the needs of the audience and fostering effective networks. This may include providing senior advice at a local, regional and national level. Provide clinically informed judgments in relation to service development requirements, using analysed data / information to aid the Service Operational Managers, Head of Specialist Nursing Services and Divisional AHP Lead manage available resources in the most effective way.
