Summary

If you want to help shape the future of transport in the Heartland region then this role is for you. The role will be delivering and supporting our Transport Project Leads in shaping the future of transport across the Heartland region that stretches from Swindon across to Cambridgeshire and from Northamptonshire down to Hertfordshire.

About the role
The successful candidate will be responsible for supporting on and managing projects within EEH’s work programme to deliver the overarching Transport Strategy and assisting in key elements of the transport strategy refresh.

In addition the role would support the External Affairs and Policy Manager with wider communications and advocacy functions, producing evidence-based content which informs and advocates for investment.

The role is part of a team that is committed to planning a transport network that is truly integrated and responsive so that it can rise to the growing demands and expectations for it. Additionally, the role will ensure decisions are backed up, by a regional evidence base that underpins the Strategy. The role will therefore be responsible for supporting the ongoing development of the regional evidence base and for ensuring that local partners have access to the regional evidence base.

As a Senior Transport Strategy Officer you will need to:

- Plan and organise work to assist in the effective delivery of projects within the EEH work programme for which you are responsible, accommodating changes in priorities. To manage specialist projects within the broader EEH technical programme.
- Support the development and implementation of the business plan and contribute to technical strategies for your specific area of responsibility.
- Work with quantitative and qualitative evidence to assess and evaluate information/situations to inform policy and strategy. Collate, process and analyse information to inform policy and strategy.
- Support the External Affairs and Policy Manager produce evidence-based content for external stakeholders which informs and makes the case for investment.
- Presenting and preparing reports for internal or external use, as required, including presenting to EEH Transport Officer Group, Officer Forums and EEH Strategic Transport Leadership Board.
- Research current issues, developments and good practice which impact on the work of EEH and our partner local transport authorities.
- Have an understanding of Local Transport Plans and provide guidance to Local Transport Authorities on their Local Transport Plan development and implementation and respond to consultations on Local Transport Plans and statutory Government consultants on transport related matters.
- Being able to work individually and as part of team to deliver effective outcomes for our partners.
- Undertake stakeholder engagement, research and consultations to inform recommendations and decision making on the direction of regional strategy.

About you
In order to be successful in this role, we are looking for applications from individuals with the following attributes and experience:

- Transport Strategy or policy development experience with an understanding of current transport challenges and opportunities and the role transport plays in shaping well functioning, accessible and economically vibrant region.
- Credibility to work effectively in a political environment establish positive and productive relationships with stakeholders and engage successfully with colleagues, partners and customers.
- Excellent interpersonal, and written and verbal communication and presentation skills, with proven ability to communicate effectively and persuasively to a wide range of audiences both horizontally and vertically.
- Ability to engage with our Local Authority Partners and wider STB community
- Knowledge of developing transport policy or strategies and ability to work as part of a technical team delivering the refresh of EEH’s Transport Strategy.
- Understand governance and be able to prepare and present reports to meetings with elected members, senior managers, key stakeholders, and public groups.
- Support Local Authority Partners through the EEH Centre of Excellence.
- Supporting on Local Transport Plans, mode specific policy and seeing continuous improvement on the way we offer our services to out partners.
- You will be required to lead on projects to deliver as well as assist technical leads to deliver their programmes of Buses, Freight, Rail, Innovation and future of roads in the region.

As well as the right attributes, due to the senior nature of the role we are seeking applications from candidates with a relevant degree and experience of working in transport strategy or transport policy.

This is a fixed-term contract for 1 year, with the potential for extension and would consider a secondment.
