Summary

These posts sit within DBT's Competition, Markets and Regulatory Reform (CMRR) Group. We develop policies that promote competitive, effective markets that lead to positive outcomes for businesses and consumers.

Fair and open competition is the bedrock of the UK economy. The UK needs a commercial and regulatory environment that supports businesses to innovate, grow and compete on their merits. Some of the key policy issues the team has been working on include whether the UK's competition regime has the right tools to address harms to competition (such as cartels, or anticompetitive mergers), and leading Government interest in high profile competition cases. This is a period of significant change and opportunity for competition policy, with the Digital Markets, Competition and Consumers Act now in law, which expands and strengthens the UK competition regime.

The Competition Policy team covers:

  • Policy ownership and strategic leadership of the UK’s competition regime.
  • Delivery and implementation for the Digital Markets, Competition and Consumers Act – including developing and bringing forward further reforms in secondary legislation.
  • Supporting other Government departments to ensure promotion of competition as they develop their own policy proposals.
  • Sponsorship of the Competition Appeal Tribunal, Competition Service and Competition and Markets Authority.
  • Leading international negotiations for competition cooperation agreements and competition policy in trade agreements.
  • Provide support for the Government response to live competition cases, such as high-profile cases on housebuilding or mergers. This can involve advising ministers, coordinating other government departments and advising on comms responses.
  • Delivering strategic research projects on the importance of competition in the economy and identifying potential areas for future reforms.

The team is recruiting for two Grade 7 Senior Policy Advisor roles – one covering competition policy and one to lead the sponsorship work within the team.

G7 Policy Advisor (Competition Policy)

This role involves developing the UK competition regime to ensure that the UK remains a competitive destination for investment, innovation and economic growth. As the Digital Markets, Competition and Consumers Act is now law, this role has an important role in shaping the future work of the team through identifying and progressing innovative and evidence driven reforms and improvements to UK competition frameworks.

Competition is of interest across a wide variety of Government functions and policy areas and the successful candidate will likely be working across a range of areas – recent work the team has covered incudes housebuilding, infant formula, domestic boilers and artificial intelligence.

G7 Policy Advisor (Sponsorship)

This role is at the heart of the strategic relationship between the CMA, CAT and Government, responsible for building and maintaining the strong corporate governance and departmental oversight required to ensure the CMA and CAT/CS perform well and continue to deliver value for money. Acting as a critical interface between Whitehall and the above ALBs, the successful applicant will leveraging their strong personal influence to support systemic improvements in how the department monitors risk, appointments, finance and other core sponsorship issues, whilst driving policy improvements which support ALB accountability and functionality.

Job Description/Key Accountabilities

G7 Policy Advisor (Competition Policy)

  • Play a leading role shaping the future of UK’s competition framework, to ensure the UK remains an attractive destination for investment and economic growth. This includes leading strategic research projects, horizon scanning, and building expertise on emerging academic thinking and international approaches.
  • Develop and drive forward reforms through secondary legislation.
  • Work across Departmental boundaries to drive awareness of competition policy and ensure competition is strengthened in policymaking.
  • Options for matrix management of HEO/SEOs.

G7 Policy Advisor (Sponsorship)

  • Monitoring and enhancing existing sponsorship and accountability mechanisms, including utilising international comparators.
  • Planning and managing a regular schedule of governance events, for example the End and Mid Year Reviews and the CMA Strategic Steer.
  • Driving policy improvements in sponsorship strategy and practice.
  • Leading the appointment of roles across the ALBs – effectively influencing with ALB boards, Ministers and Number 10.
  • Becoming an expert and leader across the team, directorate and Whitehall on the operations, systems and governance of the ALBs, regularly sharing your learning and expertise.
  • Matrix management of an HEO.
