This opening assignment is for 5-6 months

A Parking Support Officer is required to be accountable to the Senior Parking Design and Project Engineer for the carrying out of parking control schemes on the highway network.
Key responsibilities:
Assist in gathering data (site surveys, condition data, traffic movements) necessary for the design of minor parking control schemes and Controlled Parking Zone (CPZ) programme.
Assist in the detailed design, including the preparation of drawings, of parking control schemes.
Assist in the preparations of estimates of cost relating to parking control schemes.
Inspect work by contractors and statutory undertakers, checking for quality and quantity and materials as per specification.
Liaise with contractors and statutory undertaker’s representatives on site.
Work out of hours as necessary for site inspection, recording and work supervision.
Utilise computerised systems as appropriate to the role.
Respond to queries from members of the public and assist in the preparation of responses to elected members, MPs and partners.
Ensure at all times that work undertaken actively promotes the Council’s Equal opportunities, Customer Care and Environmental policies in relation to service delivery and personnel practice.
Analyse data necessary for the design of parking control schemes to improve the condition of, or movement on, the highway. Carry out site measurements and inspection preparatory to payment and approval of contractor’s work.
In discharging the duties of the post, have due regard to the provisions of Health and Safety at Work legislation, and provide support in order to implement measures are necessary to ensure the health and safety of the public.

Qualifications:
Appropriate further education engineering or other qualification OR experience in Traffic/Parking engineering.
Experience:
Experience of developing good working relationships with a wide range of internal and external parties and customers as part of developing effective service delivery.
Experience of undertaking public consultation and report writing.
Experience in the preparation, writing and submission of cogent reports and letters formed by collated, analysed and interpreted data.
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Knowledge:
Proficient in the use of AutoCAD and associated design software and knowledge in the use of ParkMap and Sign Plot.
Knowledge of relevant guidelines and the latest professional developments and innovations relating to Controlled Parking Zones and Parking Design in general.
Understanding of local government and the legislative context in which the service operates.
Skills & Abilities:
A confident, clear and effective communicator with the ability to adjust communication style to meet the needs of different audiences.
Ability to understand and respond effectively to enquiries and correspondence from the Mayor, MP’s, Cabinet Members and Councillors, schools, the public, businesses and other organisations.
Good computing skills, including Microsoft Office programmes, internet and databases, to interrogate, analyse and present data.
Proficient in the use of AutoCAD and associated design software.
Ability to prioritise and manage their own workloads with minimum supervision and meet deadlines and targets in a busy environment.
