The Finance and Assurance Services (FAS) Directorate at DVLA is a vibrant and dynamic place to work. We are looking for a qualified senior accountant to join our Financial Planning & Costing team in the FAS Directorate. Our team has a wide remit and we work with a vast range of internal and external stakeholders to ensure excellence in financial performance and reporting.

The successful candidate will take ownership of the production of DVLA’s future year financial forecasts, and tracking and reporting realised and forecast efficiency savings. This is a high profile, engaging role where you will build strong relationships with senior colleagues across different disciplines and develop a deep understanding of our business. You will gain insight to the whole agency, allowing you to see the bigger picture and understand how your role contributes to wider operations.

This role carries line management responsibilities. If you have not worked as a manager previously, we will support you to develop the necessary skills.

Of the Functional Accountabilities set out in the role profile attached, this role relates predominantly to ‘Financial Planning’ which incorporates the following:

  • Leading the production of DVLA’s future year financial forecasts, and reporting these forecasts to the DVLA Executive Team, Agency Board, and senior stakeholders at Department for Transport (DfT).
  • Supporting, scrutinising and challenging the directorate in producing robust forecasts ensuring that we are effectively linking our financial performance to the delivery of the Agency’s strategic aims.
  • Tracking and reporting realised and forecast efficiency savings, ensuring that these are factored in to forecasts and inform DVLA’s future Business Plan and Spending Review submissions.
  • Line management of at least one HEO team member, overseeing their work and actively supporting their development.
  • Developing a firm understanding of the business to ensure valuable insight can be provided to senior DVLA staff. This includes identifying underlying cost drivers to inform decisions on spend.
  • Advising on central government and DVLA-specific financial policies, processes, and procedures.
  • Leading on other ad hoc cross-cutting areas for the team and wider FAS Directorate. This could include covering reporting duties on behalf of the wider team and taking a leading role in ongoing improvements into reporting and control processes.

  • Development of financial models as appropriate to the business area
  • Provide support in implementation of financial processes
  • Advise on financial policies, processes and procedures.

This role will be based in Swansea, and we will be operating a hybrid working model that allows you to work between home and on-site giving you greater flexibility about where and when you work, subject to business needs and this also allows for ongoing support, development, and collaboration with colleagues.
