Summary
Key Responsibilities This role will require someone who has the ability to learn and implement their daily activities to be compliant with the processes, governance, frameworks, and legislation that our professional standards dictate. Assist / lead the delivery of procurement projects to achieve savings and cost reduction. Works effectively within the Contracts and the wider Supplies team to share information. Assist / lead the purchase of goods and services contracts as delegated, quote and tender negotiations in line with EU legislation and commercial/contact law and Trust SFIs; defining project objectives and needs, achieving optimum value and ensuring compliance as appropriate with best practice guidance Inputs and supports local purchasing activity ensuring that customer requirements are met on Contracts, Governance, and Compliance. To manage, co-ordinate and prepare tender and contract documentation, using e-contract and e-tendering systems. To coordinate with both customers and suppliers to discuss/agree commercial issues, specifications, understand budget requirements and constraints and determine evaluation methods. To coordinate evaluation panels and be responsible for those evaluations, across a broad range of goods, both capital and revenue, and services required by the Trust. To coordinate and manage pretender meetings with both customers and suppliers to discuss/agree commercial issues, specifications, understand budget requirements and constraints and determine evaluation methods. Proactively manage allocated contracts and support the Contracts Team in maintaining the Trust contract portfolio. Ensures on-going contract management and supplier liaison maintaining and delivered in line with procurement principles and practice. Identifying, delivering, and reporting on opportunities for savings and cost reduction. Create and maintain contract and work programme using Atamis the Health Family e/Commercial software and contract management system software. To contribute to developing, implementing, and improving working practices and procedures, in order to deliver services in the most efficient and cost effective and quality compliant manner. To assist in developing an understanding of the purchasing and contracting services by providing professional procurement advice required to support business objectives. To assist in raising the profile of the Supplies Department by promoting best procurement practice and engaging in discussions with Managers throughout the Trust. Seek to influence client choice to standardise products and reduce costs, offer commercial and contractual advice and best source of supply on all goods and services. Develop and enhance key supplier relationships and explore new business opportunities. Listen to the needs of clients and promptly answer any queries. To work with and utilise National Frameworks and local collaborative contracts.
